- The National Oceanic and Atmospheric Administration (NOAA), Radar Operations Center (ROC) of the National Weather Service located in Norman, Oklahoma requires a Firm Fixed Price contract to provide labor, material and equipment to install LAN and telephone cabling during a phased move within the time frame of June 2006 through February 2007. Bidders are required to be Belden/CDT certified. The installation of the LAN and telephone cabling will be done in multiple phased jobs as repairs and remodeling are completed in various stages over the nine month period. The vendor installing the LAN and telephone cabling will perform their installation between construction phases, tear down, remodeling, and installation of system furniture in all three building as they become available. The vendor will work closely with the Information Technology and Services (IT&S) Chief at the Radar Operation Center to coordinate the availability of buildings and times which installation can be conducted. Cooperation of all vendors involved will be imperative for a successful phased relocation with as little disruption of the workforce as possible. Due to the complexity of the project, the interaction necessary for all phases of the projects, and the need to have a the ROC IT&S Chief available during the installation of the LAN cabling, it will be advantageous for the government to select a vendor within two hour driving distance of Norman, Oklahoma. The vendor must be available for some partial work days and to be flexible in their schedule to work around various stages of construction per each building involved, in order to prevent as little down time for the 24/7 operation of the Hotline during peak storm season. The Radar Operations Center serves as the only 24/7 operation for the WSR-88D radars. This procurement will be conducted under the authority of Part 13.1 (Not to exceed $100,000.00) of the Federal Acquisition Regulations (FAR). The proposed contract is a 100% Small Business Set-Aside. The NAICS code is 517510 and the size standard is 12.5 million dollars.
