Description
Upgrade HVAC Systems in Buildings 5 and 69 at VA Medical Center Coatesville, PA, Project 542-04-103. A/E Scope of Work: Contract services to provide professional A/E services for complete site investigation & design development, working drawings, cost estimates, specifications, and construction period services for this project. Upgrade to Building 5 HVAC System shall include replacing the existing system with a new rooftop air conditioner with steam heat and new duct work, steam piping to rooftop unit, new supply and return ducts, new VAV boxes, new air outlets, piping and necessary insulation, electrical power, and automatic temperature controls. Upgrade to Building 69 shall include replacing one air-handling unit and upgrading the systems controls. Project shall include all necessary demolition of existing equipment, electrical, controls, ductwork, piping, and insulation. Also included in this project will be direct digital control (DDC) from new equipment back to Building 17 (HVAC Shop). The project shall deliver completely functional HVAC Systems that comply with VA HVAC criteria, require less maintenance and repair down time, are more energy efficient, and provide cost savings. All work shall be in accordance with ADA requirements and VAMC Project Requirements documents B and C. A/E design shall include deduct alternates for bid items for construction. The new work shall meet all applicable VA criteria, building codes, life safety codes, and National Electric Codes. A/E shall provide as built prints on AUTOCAD 2000 CD as approved by the Director Facilities Engineering Service. Handbook H-08-15 Minimum Requirements for A/E submission will also be used as a guide document during design development. Three separate design reviews will be conducted by VA plus a final review before publication of construction documents. The estimated construction budget is between $250,000.00 and $500,000.00. The area of consideration for this acquisition is restricted to firms located within a 100-mile radius of the VAMC Coatesville, PA 19320. Interested firms must submit two (2) copies of SF 330 with appropriate documentation to the Contracting Officer (542/90C), VAMC, 1400 Blackhorse Hill Road, Coatesville, PA 19320 by close of business March 14, 2006. NAICS 541330 applies. This is not a request for proposals. This procurement is set-aside 100% for small business concerns. See numbered notes 1 & 24.
