Description
Provide Architect/Engineer services to include site investigation, design development, drawings and specifications, cost estimates, technical reports, construction period services and site visits. This project will remove / replace all existing deteriorated wooden windows, fixed and operable louvers and wall vents, window exhaust fans, window A/C units and related items in Buildings 19, 26, 27, and 28 with new aluminum clad double hung windows with thermal breaks, new fixed and operable louvers, new window exhaust fans, reinstallation of existing window A/C units in new window units. The replacement windows shall be energy efficient, with Low-E glass. Lead paint may be encountered, requiring safety precautions during demolition. This project shall include demolition; mechanical, electrical and architectural modifications, all associated electrical work, wiring, conduits, caulking, interior / exterior painting and insulation work for a complete and functional system. The A/E shall design a more energy efficient, cost saving system that will comply with all VA Design Criteria requirements and AIA Design Guidelines. In accordance with the Metric Conversion Act of 1975 (P.L.94-168) and the Omibus Trade and Competitiveness Act of 1988 (L.11-418, Section 5164) it is the preference of the Federal Government to utilize metric measurements in all its procurements. Therefore, all measurements provided in Architect/Engineer designs will include dual dimension measurement (inch/pound-metric). The estimated construction budget is between $100,000 and $250,000. The area of consideration for this acquisition is restricted to firms within 150 mile radius of the VA Medical Center in Coatesville. Interested firms must submit two (2) copies of SF330 with appropriate documentation to Contracting Officer (542/90C), VAMC, 1400 Black Horse Hill Rd., Coatesville, PA 19320 by close of business March 3, 2006. NAICS 541330 applies. This is not a request for proposals. This procurement is set-aside 100% for small business concerns. See numbered notes 1 & 24.
