Description
This is a combined synopsis/solicitation for commercial item prepared in accordance with the format in Subpart 12.6, of the Federal Acquisition Regulation, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The solicitation number is FA9301-06-T-0006. This is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-05 and DFARs Change Notice (DCN) 20050901. This acquisition is a 100% Small Business Set-Aside. North American Industry Classification System (NAICS) Code is 813110, Small Business size: $6.0M. Contract Line Item CLIN: 0001, Part Time,Youth Ministry Director (YMD)(Non-Personnel Service) at Edwards AFB , California. The contractor shall perform all Service as Part Time Youth Ministry for Edwards AFB Chapel in accordance with Statement of Work.. Period of Perfomance is 1 March 2006 through 28 February 2007. Award will be made to contractors who has complied with all requirement per statement of work and lowest price technical acceptable. and has complied with all required registation with the Central Contractor Registration at http://www.ccr.gov. and have completed Representations and Certifications on-line at http://www.bpn.gov. AFFARS : 5352.201-9101 OMBUDSMAN (AUG 2005) (a) An ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. The ombudsman may not serve as an advocate for any party. (b) Before consulting with an ombudsman, concerned parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions.) (c?) (d) The ombudsman has no authority to render a decision that binds the agency.
