Description
Solicitation documents, plans and specifications will only be available via the Federal Technical Data Solution FedTeDS Homepage https://www.fedteds.gov/. Registration for plans and specifications should be made via FedTeDS.gov Internet Homepage. The Federal Technical Data Solution FedTeDS provides a secure on-line request and dissemination management system. FedTeDS serves the Federal acquisition community, including Federal Engineers, Federal Buyers, and the Federal Vendor Community in managin g the work flow driving the requests for and the dissemination of sensitive Federal technical data associated with a solicitation. It is integrated with FedBizOpps (FBO) and Central Contractor Registration (CCR). The FedTeDS System ensures that all vendors accessing Sensitive but Unclassified (SBU) documents have the appropriate authority to view this data. Solicitation documents will be posted on FedTeDS. FedTeDS is a web-based dissemination tool designed to safeguard acquisition-related information. When solicitation documents have been issued and posted to FedTeDs, synopsis or pre-solicitation notice wi ll be amended and a link provided to access FedTeDS*. The process to download from FedTeDS is: 1. Find solicitation announcement in Fed Biz Opps (www.fbo.gov) 2. *Once you open the bid announcement on Fed Biz Opps, there will be a link to the solicitation on FedTeDS in the remarks section. Click on the link. 3. If you are a first time user, you will have to register** (see info included below); if not log in and open the solicitation. 4. Once you have the solicitation open, you can begin downloading the var ious files to your location. **Registration instructions can be found on the FedTeDS website (https://www.fedteds.gov) by clicking on the Register with FedTeDS hyperlink. Interested bidders should select the Begin Vendor/Contractor Registration Process opt ion. The information listed b below is required to register. 1. Central Contractor Registration (CCR) Marketing Partner Identification Number (MP Description of Work: The Contractor shall perform all construction, including furnishing of all personnel, transportation, mobilization/demobilization, equipment and materials required in connection with the work described in the Scope of Work. The work shall be performed in accordance with the technical and special provisions contained in the solicitation package. Work not specifically described herein is nevertheless required if it can be identified as an item commonly a part of normally expected and/o r professional grade work of a comparable nature. The project site is located at Disposal Area 13B in Savannah Harbor, Jasper County, South Carolina. Horizontal control shall be NAD83 Georgia East state plane coordinate system. Vertical control shall be Mean Low Low Water based on the NGVD29 datum. Construction Work described herein applies to the placing of silt fence, site clearing and stripping, dewatering, harvesting of earth materials for placement, survey before, during and after construction, plac ement and compaction of earth materials, base plate anchors, vinyl sheet piles and catwalk installation at weir locations, installation of air hoses at underdrain lines, establishment of turf, cleanup, and maintenance of roadways. The perimeter of the dis posal area is 21,832 (feet). There are eight access ramps that total 2,543 feet in length. The bird island area is eight (8) acres each (16 acres total). There are five (5) weirs requiring base plate anchors, vinyl sheet piles, and catwalk installation . Three air hoses are to be installed, one at each end of the three existing 12 diameter underdrain collector pipes. Prior to the embankment work, construction, the Construction Contractor shall perform and complete (1) silt fence installation; (2) all required clearing, and/or stripping operations; (3) the setting of all alignments for dike raising construction, ramp access and bird island limits; (4) and the setting of cross section station. The dike shall be staked out at 100-foot increments on even stations and at all PCs, PIs, and PTs of curves on the dike by the Construction Contractor. The offeror shall state whether they are now or have ever pre formed work comparable to the work of this project. The material inside Disposal Area 13B consists of soft silty soils, interbedded with sand lenses and overlying marsh deposits. The offeror shall be a specialist in the process of working in soft silty s oils, inter-bedded with sand lenses and overlying marsh deposits and shall have at least three years experience working in this type of soil environment. The NAICS code is 237990 $31 Million. Estimated magnitude of construction is between $1,000,00 and $5, 000,000. This contract will be solicited and procured using a LPTA Lowest Price Technically Acceptable Request for Proposal (RFP) Offerors are required to submit a price and technical proposal. Past Performance and Corporate Relevant Specialized experien ce information must be submitted with your proposal. The contract will be for a period of 250 days. Proposals received without this information will be considered non-responsive. This solicitation is set-aside as a Service-Disabled Veteran-Owned Small B usiness all other firms are deemed ineligible to submit offers. This solicitation will be issued in electronic format only and will be available on or about 24 February 2006.
