Description
The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) is soliciting interest in a possible future procurement for the Fire Research Laboratory in suburbane, MD. Vendors are highly encouraged to study this request for information and, if interested and qualified, should submit a letter of interest and capabilities statement to Craig S. Segall, Contracting Officer. All responses must be by e-mail to craig.segall@atf.gov. ATF will review responses as part of its market research, if the responses are received within 15 days after the posting of this announcement. This notice is not a solicitation for offers. No solicitation document is available. The applicable NAICS codes for this requirement are 541690 and 541380. The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) is a law enforcement organization within the United States Department of Justice. We are requeting interest from contractors to provide technical support services for the ATF National Laboratory Center and Fire Research Laboratory (FRL) located in suburban Maryland near Washington, DC. The FRL conducts a wide range of standard and unique fire tests. These tests range from small-scale to full-scale building structures to understand better fire phenomena to support and assist ATF fire investigations. The work is full-time. Technical support services shall include all activities necessary to provide and supervise a skilled workforce of competent tradesmen to facilitate preparation, construction, fabrication, and fire testing of structural models / test assemblies under laboratory conditions. They will also conduct test cell and associated systems maintenance, test model assembly/fabrication, model pre-test preparation and wiring, post-test maintenance/clean-up, and equipment installation, maintenance, repair and calibration. Contract personal must have the basic knowledge of laboratory equipment and scientific policies and procedures. Contract employees shall also be proficient in the use of personal computers and associated software. The Contractor shall provide an on-site Operations Manager who shall be responsible for the overall management of contractor's operations and coordination of test set-up activities with FRL staff. The Contractor must have the ability to contract for outside personnel, as needed, for specialty projects. As required, the Contractor shall purchase and replenish supplies and materials based on funding sources allocated by the Government. The Contractor shall maintain an Inventory Management System capable of monitoring and tracking construction materials/building supplies usage. Contract staff shall use basic safety equipment/PPE to perform their job. Contractor personnel shall be required to wear respiratory protection equipment such as half-face respirators for certain activities.
