Description
The Bureau of Reclamation intends to negotiate on a sole source basis with Greenheart Farms, Inc. to acquire automated planting of propagated plantings. The proposed action is for supplies/services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). The reason justifying this sole source procurement is: Government believes that only one responsible source can provide the supplies/services that will satisfy the agency requirements. The contractor must have the following capability requirements: Knowledge of propagation techniques successful with cottonwood and willow and background of capability of automated mass planting method for native riparian vegetation, specifically cottonwood (Populus fremontii) and willow (Salix gooddingii) trees and other plant native species (e.g., Salix exigua; Prosopis glandulosa v. torreyanna; Atriplex lentiformis; Atriplex canescens; Atriplex polycarpa; Baccharis sarothroides; Baccharis salicifolia; and Distichlis spicata) planted at a site located within the Lower Colorado River floodplain; Survival rate after 3 months of a minimum 75% of cottonwood and willow trees planted by a commercially available automated mass planting method; Own or have access to an automated planter or similar machine capable of planting transplants or plantings at 1 foot in-line spacing and at a width of a minimum of 38 inch rows; Greenhouse facilities must have computer controlled environment (heat, light, moisture), rolling benches, shade systems and HID lighting for propagation of plantings; Capability to collect and transport plant material to greenhouse from collection site; Access to shipping containers that protect the plantings from the environment (wind, rain, etc) to the planting site. Firms believing they can provide similar requirements must provide supporting evidence to that effect in sufficient detail to demonstrate the respondent's ability to meet the stated requirement. This is not a request for competitive proposals. All responses received within 15 calendar days of the date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries will only be accepted by Fax at (702) 293-8499, Attention: Sherry Gossett, Contract Specialist. Responses should include the firm's DUN and Bradstreet number (DUNS) and Tax Identification Number (TIN). Firms should identify themselves as either small business, or other than small business, in accordance with the size standard for (NAICS) Code 111421 which is $750,000. This notice may represent the only official notice of such a solicitation. The Government believes that only one responsible source can provide the scope of mass tree planting services that will satisfy agency requirements. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition.
