Description

The Bureau of Reclamation, Pacific Northwest Regional Office, intends to negotiate a sole-source contract with Larry Vinsonhaler, Boise, Idaho, utilizing the procurement methods in FAR Part 15. The requirement is for consulting services from Mr. Vinsonhaler to assist the Bureau of Reclamation in preparing information for the feasibility investigation identified in Section 14 of P.L. 108-7, Yakima River Basin Water Storage (Black Rock), February 20, 2003. The NAICS code for this requirement is 541990 and the small business size standard is $6 million. Reclamation has determined, under the authority of FAR 6.302, that Mr. Vinsonhaler is uniquely qualified to perform the services because of his in depth and current working knowledge of water resource developments and Federal and State water management programs and policies in a multistate area, including the state of Washington. He has been involved in the Yakima River Basin Water Enhancement Project study undertaken by Reclamation in conjunction with the State of Washington, the Yakama Nation, and Yakima basin entities during the 1980s and 1990s. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this announcement will be considered by Reclamation. A determination by Reclamation not to compete this proposed contract based upon responses to this notice is solely within the discretion of Reclamation. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
