- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Division Crane. NSWC Crane requirement in support of the Special Operations Forces Laser Acquisition Marker (SOFLAM) Program requires a 5-year IDIQ contract to supplement fielded laser designators and to replace non-economical repairable lasers. This effort will meet the requirement for laser designator/range finder to be manufactured to meet the requirements as set forth in NSWC Crane Performance Specification. CLIN 0001 for a SOFLAM that utilizes latest technology (i.e., diode pump/air cool) to reduce the volume, weight, and power and as a minimum meet the following guidelines. Weight without batteries to be no more than 12 pounds (laser only), 24-28 volts D.C. power source at a maximum peak current of a 3 amps over the mission?s operational range, and must be man-portable and capable of being backpack with its required cabling and battery pack by a single war-fighter. CLIN 0002 will be for a SOFLAM that utilizes flash lamp technology and meets the requirements as set forth in NSWC Crane! Performance Specification. The minimum quantity to be procured with this acquisition is 20 each, either CLIN 0001 or CLIN 0002. The maximum quantity for CLIN 0001 will be 2,700 each and CLIN 0002 maximum quantity will be 300 each over the five-year period. Stepladder quantities of 5, 25, 50, 100, 300+ will be solicited. CLIN 0003 provision item order, CLIN 0004 Associated Contract Data Requirements. Numbered Note 26 applies. F.O.B. Destination, Inspection at source, Acceptance at Destination and UID labeling required. Delivery schedule will be established on individual delivery orders, delivery lead time 30 each within 180 days of effective date of order, to continue at the rate of 60 each every 30 days until complete. The solicitation will be posted on the NSWC Crane website at www.crane.navy.mil; no hard copies of the solicitation will be mailed. The solicitation is expected to be posted on or about 1 March 2006.
