- This solicitation is being advertised on an UNRESTRICTED basis inviting full and open competition. The applicable NAICS Code is 454321 and the corresponding size standard is $6.5M. The scope of work will include the uninterrupted delivery of LPG to various location on the Island of Oahu, the rental of Contractor-owned pressurized vessels(tanks), and compliance with mandatory Government inspection requirements for all tanks, both Contractor-owned and Government-owned. All questions shall be submitted in writing to eliza.lee@navy.mil. Questions submitted 10 days prior to closing date may not be addressed, therefore, offerors are advised to submit questions as soon as possible. The basis of award is to the responsible Offeror, whose proposal conforming to the RFP, represents the technically acceptable, lowest priced offer. Multiple awards may be made by Lots. The anticipated contract term is a base year with two one-year option periods. The Government intends to award a contract without conducting discussions therefore, the Offeror?s initial proposal shall contain its best terms. The Government also reserves the right to conduct discussions if deemed necessary. The solicitation will be available on or after March 1, 2006 on the following web site: http://www.neco.navy.mil. All amendments and notices shall be posted to this website. IT IS THE OFFEROR?S RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS OR NOTICES TO THIS SOLICITATION. Responses to questions are not considered changes to the RFP as the only way the RFP can be modified is through the amendment that will be issued on the web site.
