- NASA/GSFC has a requirement for 2 EA. Ambient Temperature Actuators (ATA), 3 EA. Helium Cryogenic Actuators (HCA), and 1 EA Documentation Package. NASA/GSFC intends to award a sole-source contract to CDA Intercorp of Deerfield, FL pursuant to 10 U.S.C 2304(c)(1), Only One Responsible Source. They are the only developer that possesses the necessary combination and configuration of certified cryogenic brushless DC motors, cryogenic gear heads and couplings, cryogenic field directors, and cryogenic resolvers for the assembly of a complete actuator that is certified to perform at cryogenic temperatures with a manufacturer's warranty of up to 5 years. The afore mentioned components must all be integrated into a common housing for each actuator unit and must possess a 20:1 gear pass, a resolver coupled to the output of the gear head by a gear ratio of 2.75:1, and fully redundant motor coils, resolver, and field directors. The ATA units must be lubricated in wet lube and the HCA units must be lubricated in dry lube. HCA units must be able to survive and perform within the specified parameters, listed in the attached SOW and specifications, at cryogenic temperatures of < 40 Kelvin for a mission life of 5 ? 10 years. The delivery timing is critical for the integration of the actuator units into the Micro-Shutter Assembly of the NIRSpec micro-electromechanical system (MEMS) on schedule. CDA Intercorp is the only developer that can provide and fully warranty each assembled actuator unit and its components to the required specifications and deliver all five (5) assembled actuator units within 20-26 weeks after contract award. Procurement of individual components from alternative sources will require subsequent engineering, fabrication, and assembly to configure the actuators for integration into the Microshutter System, CDA?s unique combination of qualifications allows for the delivery of fully assembled actuator systems ready for integration into our device. Receiving fully engineered and assembled actuator units from one source increases reliability, reduces cost, maintains clear warranty responsibility, and provides for the delivery of the required units in the shortest time scale to meet the ambitious schedule of the Microshutter Project. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 22 and 26.
