- This requirement is being procured and an award will be made in accordance with FAR Part 13, Simplified Acquisition Procedures. The National Marine Fisheries Service, (NMFS) Sustainable Fisheries Division located in Juneau, Alaska. The purpose of this contract is to provide (NMFS) with coordination and facilitation of consultations with Alaska Natives and rural Alaskans regarding use of subsistence halibut. The period of performance for this contract is the period from April 1, 2006, through March 31, 2009. Alaska Native means any member of a Federally recognized Alaska Native tribe that has customary and traditional use of halibut and that is listed in 50 C.F.R. ?300.65(f)(2). Alaska Native Subsistence Halibut Workgroup (ANSWHG) means the group of Alaska Natives convened by mutual agreement among the Alaska Native tribes. Rural Alaskan means any person with a customary and traditional use of fish and game for personal or family consumption is a principal characteristic of the economy or area and in which there is a long-term, customary and traditional use of halibut, and that is listed in 50 C.F.R. ?300.65(f)(1). Subsistence means, with respect to waters in and off Alaska, the non-commercial, long-term, customary and traditional use of halibut. Subsistence halibut means halibut caught by a rural resident or a member of an Alaska Native tribe for direct personal or family consumption as food, sharing for personal or family consumption as food, or customary trade. Subsistence halibut program means those regulations under 50 C.F.R. Part 300, Subpart E, which regulate the harvest of subsistence halibut. ITEMS AND SERVICES a. Meeting Room capable of accommodating at least 25 people; b. Teleconference facilities; c. Airfare and travel support for ANSHWG members and other persons who could effectively contribute to the subsistence discussion; and d. Summary report of meetings to be included with each invoice that includes dates, persons in attendance, agenda for each meeting, and brief synopsis of key points discussed and decisions made. SPECIFIC TASKS a. The contractor, RurALCAP, must convene the ANSHWG for at least one or more meetings per contract period year, with NMFS - Alaska Region staff and other State and Federal personnel as requested to discuss the implementation of subsistence halibut management measures. RurALCAP must facilitate consultation between ANSHWG and NMFS on: i. The implementation of regulations required to support the subsistence halibut recommendations of the North Pacific Fishery Management Council (Council); ii. The development of cooperative agreements with rural communities or organized Alaska Native tribal entities to assist NMFS with registering eligible subsistence harvesters, monitoring the harvests of subsistence halibut, or other data collection tasks necessary to improve Council and NMFS understanding of the subsistence halibut fishery, and iii. Overall implementation of the subsistence halibut program. b. RurALCAP must coordinate meetings at mutually agreed times and locations. c. RurALCAP must assist NMFS in its compliance with Executive Order 13175, signed November 6, 2000, which requires NMFS to have meaningful and timely consultation with Alaska Native tribes on the development of the subsistence halibut regulations. d. RurALCAP must demonstrate that ANSHWG and other persons who may participate in meetings convened by RurALCAP are representative of the Alaska Native tribes that are affected by the subsistence halibut management measures, and must seek the support of affected Native tribes in using ANSHWG as their representative body for Executive Order 13175 consultation purposes. e. RurALCAP must report ANSHWG recommendations to NMFS and serve as liaison between NMFS and the Native and rural communities on subsistence halibut issues during the period of this contract. This notice may represent the only official notice. This is a simplified acquisition with an estimated value of less than $100,000
