Description
The Modernization Division of the Office of the Air Force Surgeon General (HQ USAF/SGR) is seeking potential sources with Biosafety Level 3 (BSL-3) laboratory capability that meet Federal government certification requirements to test one or more identified assay systems. The assay systems are at the technology level of molecular diagnostics. Specifically, the effort would require the (1) performance of precise procedures in the determination of Limit of Detection information for upper respiratory pathogens of interest; and (2) determination of sensitivity and specificity information for one or more identified assay systems. Many of the organisms for this project will be provided by HQ USAF/SGR from the American Type Culture Collection (ATCC). Any additional organisms would have to meet or exceed the characterization standards of the ATCC. A history of performing Beta testing for biologic device manufacturers is required. Background: HQ USAF/SGR is pursuing an effort to deliver a validated, integrated, operational assay system that allows for the detection of both naturally occurring pathogens that can impact the health of the forces as well as pathogens with the potential to be used in biowarfare. An accurate, rapid (within 4 hours) detection of these pathogens would aid in more timely treatment decisions with a goal of decreasing morbidity and the impact of the illness on the individual service member?s readiness and availability for duties. The first assay system scheduled to be analytically validated for performance is Applied Biosystems Infectious Disease Identification Platform, with a Microfluidic Card identified for this project by HQ USAF/SGR. The North American Industrial Classification (NAICS) code is 541380 with a small business size standard of $11M. The purpose of this sources sought notice is to identify potential sources capable of meeting the requirements cited above. Capability statements should be limited to 10 pages and should include the follow: Company Name, Address, Point of Contact, Telephone Number, Email Address, CAGE code, and Size of Business. Submit all capability statements electronically to gretchen.clohessy@bolling.af.mil not later than 3 March 2006. The Government will not award a contract solely on the basis of this sources sought, and reserves the right not to award a contract for the aforementioned requirements. This notice is not a request for proposals. The Government will not reimburse the contractor for any costs associated with preparing or submitting a response to this notice.
