Description
NASA/GSFC has a requirement for one (1) job with an estimated total of forty (40) flight hours over a three week period, weather permitting for Airborne Science Support for an A-200 turbo prop aircraft to fly a remote sensing mission carrying the Raman Airborne Spectroscopic Lidar (RASL) instrument. The integration and flights are scheduled for late June through August 2006. NASA/GSFC intends to purchase the service from Dynamic Aviation Group Inc., of Bridgewater, VA. Market research was conducted and it was determined that Dynamic Aviation is the only known commercial vendor with the required port modifications for the mounting of the payload and the desired aircraft class. The mounting requirements for the mission instrumentation are a single open port measuring 23 x 26 inches. The payload for this mission requires at least 300 amps @ 28 VDC and capable of carrying in excess of 1400 pounds of payload. Although it would be possible to modify another aircraft to meet this need, it would not be possible to accomplish it within the time needed to coincide with the Aura satellite validation efforts, which is a critical requirement of this mission. THE AUTHORITY FOR OTHER THAN FULL AND OPEN COMPETITION IS FOUND IN 10 U.S.C. 2304 (c)(2). The Government intends to acquire a commercial service using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 1, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. An Ombudsman has been appointed. See NASA Specific Note "B".
