Description

New Snowmobiles for the Clearwater National Forest, Clearwater County, Idaho. This is a combined synopsis solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation R1-5-06-14 is issued as a Request for Quotation (RFQ). RESPONSES ARE DUE BY 1630, local time, by MARCH 2, 2006, Pacific Time, MAIL, OR FAX. SET-ASIDE FOR SMALL BUSINESS. The North American Industry Classification Code is 441229 for the snowmobiles and trailer. A quotation is requested for two (2) line items. LINE ITEM 1 is for three each snowmobiles. The snowmobiles shall, at a minimum, meet the following specifications: 1) motor to be 600 cc liquid cooled, 2) oil injection, 3) track to be 136 inches long by 15 inches wide and have 1-1/2 inches lug; 4) be clutched and jetted for correct elevation, 5) weight be a maximum of approximately 500 pounds, 6) have snowmobile cover, 7) tow hitch bars including installation, 8) headlight and tail light, 9) rack on back for personal gear. We don?t want the exhaust blowing directly towards the rack with the personal gear. LINE ITEM 2 is a two place trailer 1) capable of hauling two of the above listed snowmobiles plus 500 pounds of gear, 2) front and rear loading, 3) 13 inch or larger wheels and tires, and 4) metal decking 5) be highway legal. The three snowmobiles and one trailer are to be delivered to the US Forest Service Warehouse, 12730 Hwy 12, Orofino, Idaho. Vendor is to propose delivery date(s). We prefer as early in March 2006 as possible after award. The Government will award a contract resulting from this quotation to the responsible offeror whose offer conforming to the quotation will be most advantageous to the Government, price and other factors considered. The following four factors shall be used to evaluate offers ? technical capability of the item offered to meet the Government?s requirement, price, service location and delivery date. Pertinent portions of Clause 52.212 ? 1 ? Instructions to Offerors?Commercial Items are as follows: As a minimum, offers must show?(1) The solicitation number; (2) The name, address, and telephone number of the offeror; (3) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary; (4) Terms of any express warranty; (5) Price and any discount terms; (6) ?Remit to? address, if different than mailing address; and (7) Confirmation of ability to meet delivery date. Payment will be made by purchase order. FAR clauses and provisions 52.212-1 (Instructions to Offerors?Commercial Items), 52.212-4 (Contract Terms and Conditions?Commercial Items), 52.212-5 (Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items) apply to this acquisition and are incorporated by reference.
