Description
The Air Force Research Laboratory Information Directorate, Rome NY intends to solicit and negotiate a sole source purchase order under the authority of FAR 6.302-1 with MTI MicroFuel Cells, Inc., 431 New Karner Road, Albany, New York 12205 for the purchase of two (2) M30 Fuel Cell Evaluation Kits. These systems must contain the following requirements: power output - 150 watts, output voltage - 24 to 34V, size/weight - 1.5 liter/1.5 kg (w/o rechargeable Li battery), and refill cartridges ? for 5000 Wh operation, each kit. The man-portability requirement has placed an extreme demand on efforts to reduce the weight and volume of the terminal. A battery power source is an essential part of the design, and mission requirements for deployment of the terminal will necessitate soldiers carry on the order of 30 lbs of batteries alone, if conventional power sources are employed. The direct methanol fuel cell battery technology we are proposing to purchase will provide the same amount of portable power in a package that only weighs about 7 to 8 pounds. Since the target weight for the entire satellite terminal is under 25 pounds, it's clear that this new state-of-the-art technology is absolutely essential to meet program goals. Interested persons may identify their interest and capability to respond to the requirement or submit quotes. This notice of intent is not a request for competitive quotations. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received (quote with product specifications) will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This procurement is setaside 100% small business. The NAICS code is 334290. This procurement shall be awarded under Simplified Acquisition Procedures (SAP).
