- The U.S. Army Corps of Engineers, Huntsville Center intends to award one firm fixed price contract to Florida Keys Community College, as a sole source award for a course titled Diving Coordinator. The one award will be for an estimated contract v alue of $30,000 to $75,000 for one base period for one session and one optional period for Fiscal Year 07. This course is designed to provide Corps of Engineers employees who are assigned as diving coordinators, alternate diving coordinators and Safety Of fice Diving Safety Representatives with the necessary skills, knowledge, and abilities to perform their assigned duty. This training will provide students with state-of-the-art technology and methodology to evaluate underwater diving operations and effect ively manage diving contingencies. It is anticipated that a firm fixed price award will be executed in accordance with Federal Acquisition Regulation (FAR) 12. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement and submit a proposal. Any proposed course should currently exi st in the commercial market place and meet the requirements herein. In addition, proposed instructors shall meet the education and experiences requirements shown below. This notice is not a request for a competitive proposal. However, all proposals rece ived not later than 2 p.m. Central Day Light Time, 27 Feb 2006, will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the govern ment. The course consists of classroom presentations and practical exercises in dive planning and execution involving actual dive operations. The focus is Safety Requirements, Dive Planning, Hazard Analysis, Risk Management, Emergency Management and Contract Ad ministration, particularly as a function of the Project Management Business Process. Sessions pertinent to underwater diving operations will include, but are not limited to, diving physics, diving physiology, diving medicine, modern diving systems and s upport equipment, SCUBA equipment and operations, surface supplied air equipment and operations, decompression principles & associated tables, diving accident management techniques, working dive planning, diver supervision principles and practices and prep aration and use of Activity Hazard Analysis, USACE, OSHA, and US Navy diving regulations. Experienced firms must be capable of putting a team of qualified and experienced firms together to support the Professional Development Centers Prospect Course title d Diving Coordinator and must have approved facilities to instruct the course. The offeror / quoter shall provide a staff that is experienced in developing, revising, administering, and instructing short courses of instruction. The instructor staff sha ll be qualified by education and experience in relevant subjects to perform the requirements of the Statement of Work. The offeror / quoter shall provide instructors who are qualified by education and experience in the professional disciplines to which th e subject matter relates. A copy of resumes depicting education and experience in the subject matter described in the paragraph above shall be provided for government review. The offeror / quoter shall also provide a copy of the course workbook/materials with any supplemental materials which are used in conducting this course. The government will review for technical adequacy. Note, the government does not own student workbooks and materials used to teach this course. Each offeror / quoter must have a course already developed. Each offeror/ quoter must have facilities that to instruct this course. There will be one session for this course. The session 06-01 is scheduled to be held in Florida Keys, Florida from 6 16 Mar 06. The course length is 68 hours and the number of students attending the course is 15. Offeror must provide instructors who have experience in administering and instruction of short courses of instruction and who are knowledgeable in Diving as specified above. The c ontractor must have extensive experience with the U.S. Army Corps of Engineers and shall have taught a Diving Coordinator course or other Diving Course for the Government.The procurement will be in the price range of $30,000 - $70,000 Questions should be directed to Mrs. Phyllis Pond, Contract Specialist at Phyllis.A.Pond@HND01.usace.army.mil or by facsimile at 256-895-1197.
