Description
To provide a research protocol assistant services for the Department of Clinical Investigation at Tripler Army Medical Center. The contractor shall provide Research Protocol and IRB program coordinator Services for the Department of Clinical Investi gation in accordance with established principles, practices and ethics of the biomedical research profession. The quality of service shall meet or exceed reasonable standards for the research concerned (as determined by the same authority that governs mil itary research protocol service professionals in the same discipline). The research protocol/IRM Program Coordinator Assistant shall work under the general supervision of the Research Protocol Section Chief (IRB Director), Department of Clinical Investiga tion. The IRB Director gives general instructions in terms of overall objectives, priorities and deadlines. They shall perform recurring duties without instructions, exercise initiative in handling details, independently resolve administrative and proced ural issues, and maintain an orderly flow of administrative actions. Work is evaluated for appropriateness and conformance to policy. They shall insure that the confidentiality of research protocols and any material related to protocols is maintained at all times in the Protocol section and that information is disclosed only as permitted by the Privacy Act and Army Regulations in AP 340-21 Series. The contractor shall provide qualified personnel who shall provide research protocol services at a standard enabling the Department of Clinical Investigation to provide such services at a high level of quality. The contract performance period will commence on April 01, 2006 through March 31, 2007 for the base period with four (4) option year periods through 2011. Option years shall include 12 months, with start dates of 1 April of each year through 31 March of th e following year. Payments will be processed as performance is completed. Funding will be allocated annually in accordance with availability of funds. This solicitation is 100% set aside for Small Business concerns. The solicitation will be available upon request on or about 22 February 2006. All quotes or proposed offers are due before or no later than March 8, 2006 at 10:00 A.M. Hawaii Standard Time.
