Description

This is a source selection best value solicitation for the design and construction for Market Style Apartments at Naval Station, Norfolk, Virginia. The project is based on contract to budget value with 189 high quality apartments. The work will include remote parking, site development, landscaping, demolition of existing facilities, on-site and off-site storm drainage and incidental related work. In addition, this solicitation will include a separate bid priced option for procurement and installation of free-standing kitchen and laundry equipment. The contractor shall provide all labor, supervision, engineering, materials, equipment, tools, parts, supplies, and transportation required to perform all of the services described in the specifications. The intent of this contract will be to minimize prescription allowing the contractor the opportunity to develop Market Style Apartments that provide the Navy with a safe, energy efficient, durable/low maintenance facility with amenities and features that provides a functional environment for the bachelor enlisted sailors and is sympathetic with the surrounding architectural environment and the Base Exterior Architectural Plan (BEAP) at least life cycle cost. Sustainable principles shall be included in the design, development and construction of the project in accordance with Executive Order 13123 and other pertinent directives. The contract to budget award amount for the base bid is $39,500,000. ANY OFFEROR EXCEEDING THE CONTRACT TO BUDGET AMOUNT OF $39,500,000 FOR THE BASE BID OR PROPOSING LESS THAN 189 APARTMENTS WILL BE CONSIDERED NON-RESPONSIVE AND WILL NOT BE EVALUATED. The bid priced option is not considered part of the contract budget amount. The estimated construction cost for this project, including the option item, is between $25,000,000 and $100,000,000. The North American Industry Classification System (NAICS) Code for this project is 236116 with a Size Standard of $28.5 million average annual gross revenue for the last three fiscal years. This project is open to all business concerns and is not set aside for small business. Large businesses shall submit a subcontracting plan prior to award of the contract. The solicitation will be available in electronic format only. All documents will be in the Adobe Acrobat PDF file format via the Internet. Only registered contractors will be notified by email when amendments to the solicitation are issued. In accordance with the provisions of DFARS 252.204-7004, REQUIRED CENTRAL CONTRACTOR REGISTRATION, offerors must be registered in the Central Contractor Registration (CCR) database. Lack of registration in the CCR database on the part of the offeror will make an offeror ineligible for award.
