Description
Marine Corps Systems Command is requesting information from industry regarding a Mobile Patient Transportation Assistance System (MPTAS). The MPTAS must be an integrated device containing an oxygen concentrator, oxygen generator, and a patient ventilator in a single, self-contained, independently powered (for a minimum of 2 hours) container. The MPTAS must be capable of delivering a minimum of 40% Fraction of Inspired Oxygen (FIO2) at less than 2 Liters per minute at any minute volume of ventilation. The MPTAS must be ruggedized for military field use, Food and Drug Administration (FDA) approved for medical use and have a military airworthiness certification with a specific emphasis on United States Marine Corps (USMC) Medium lift and Heavy lift transport rotary winged aircraft. Communications. The MPTAS must have a digital display capable of being read from any position while attached to a North Atlantic Treaty Organization (NATO) approved litter (NATO standardization agreement for litters) with a casualty lying on top of the litter. The MPTAS must also be capable of nighttime readability by a corpsman in the cargo hold of the aircraft without interfering with the pilot?s and aircrew?s operation of the rotary winged aircraft while the pilot and aircrew are wearing Night Vision Goggles. Electromagnetic Environment. The MPTAS must be airworthiness certified for use on USMC rotary winged aircraft and Hazards of Electronic Radiation to Ordinance (HERO) safe. Emplacement. The MPTAS must be an integrated device weighing 30-35 pounds and less than 1 Cubic Foot in overall size. The MPTAS must also be capable of mounting upon a NATO approved litter without interfering with the medical administrative duties of a military corpsman while caring for a critically injured/ill casualty. The MPTAS will typically be employed on board a USMC rotary winged aircraft in a combat environment. Rotary winged aircraft will be the CH-53, CH-46, and the MV-22. Mission scenarios/sorties are dependent upon the operational environment but the MPTAS must be useable in all environments and altitudes up to 10,000 feet. Mission Duration. The MPTAS must provide continuous operation for at least 2 hours using an internal power source. The power source must be certified safe-to-fly for rotary winged aircraft with a heavy emphasis on USMC rotary winged aircraft. Intended Application. The MPTAS is a USMC Field Medical Pre-Planned Product Improvement device to the En Route Care System (ERCS) and will be part of the Marine Corps? Family of Field Medical Equipment?s (FFME?s) ERCS Authorized Medical Allowance List (AMAL) 647. The ERCS will be employed when the situation requires prompt transport of critically injured/ill, but stabilized, casualties from forward collection and treatment elements to the shore or sea based treatment facilities. During tactical medical evacuation from the forward collection/treatment area, Naval Health Services Support (HSS) personnel provide continuous care of casualties/patients requiring vital signs monitoring, ventilation, and oxygen. Evolutionary system upgrades ensure that fielded systems provide a state-of-the-art HSS capability for the Marine Corps. Responses. A strong demonstration of corporate knowledge of medical care administration and care in air-evacuation applications is foreseen as critical in meeting the objective of this program. The Government desires a Non Developmental Item (NDI) solution, if possible. Industry firms capable of accomplishing the required services in whole, or by teamed effort, are invited to submit an affirmative response to this notice. Partial solutions should not be submitted. Firms should include literature, brochures, specification sheets, prior experience in this type of effort, and capability summaries directly addressing their ability to meet the aforementioned needs. Responses shall be limited to 15 pages for the technical information.
