- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ). The U.S Special Operations Command desires to exchange 15 each used Rolls Royce 250-C30 Engines PN 23009300, for 3 each new Rolls Royce 250-C30RM Engines PN 23065550. Delivery of the new engines is required within one year of award. Place of delivery will be the TAPO Warehouse, L-3 Communications, 5749 Briar Hill Road, Door #12, Lexington, KY 40516. FOB point is destination and all shipping costs, including shipping for the 15 each exchange engines, will be paid by the contractor. Inspection/acceptance of the new enginess is at origin by a Government QAR. The intended source is Rolls Royce Corporation, 2001 South Tibbs Ave, Indianapolis, IN 46241. Authority for other than full and open competition is 10 U.S.C. 2304(c)(1), FAR Clause 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The property described is being offered in accordance with the exchange provisions of Section 201(c) of the Federal Property and Administrative Services Act of 1949, 63 Stat. 384 (40 U.S.C. 481(c)). The property to be exchanged is located at the TAPO Warehouse, L-3 Communications, 5749 Briar Hill Road, Door #12, Lexington, KY 40516. Offerors may inspect the property during the period 24 Feb 2006 through 10 March 2006, weekdays only, from 9:30 AM through 2:30 PM. The solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular Fac 2005-07, Effective 02 Feb 2006 and & Class Deviation 2005-o0001. The associated NAICS code is 336412 and the small business standard is 1000 employees.
