Description
The Social Security Administration (SSA) intends to modify contract number 0600-03-60130, Evaluation of the Ticket to Work Program - Part A, Evaluation Implementation, to add two tasks: (1) rebuild the Ticket Research File (TRF) in 2006 with SSA data through December 2005, and (2) update the ticket data analysis from the 2005 report (which uses data through Dec 2004) using the updated TRF data. The contractor, Mathematica Policy Research Inc. (MPR), has developed, built and analyzed the TRF in 2004 and 2005, and under the terms and conditions of the aforementioned existing contract, will develop, build, and analyze the TRF a third time in 2007. Where the TRF must now be built and analyzed for 2006 using data through December 2005, it is critical that this be accomplished in the next 6 months, of which MPR is the only source capable of meeting that timeline based on their knowledge and experience in constructing and analyzing the TRF since 2004. BACKGROUND: On May 29, 2003 SSA awarded a 5-year contract to MPR for preparing data files from SSA administrative data and conducting the adequacy of incentives evaluation, process evaluation, participation analysis, and impact/outcomes analyses for the evaluation of the Ticket to Work Program. REQUIREMENTS: MPR shall rebuild the TRF in 2006 with SSA data through December 2005. MPR shall then use this updated TRF data to update the findings from the second ticket to work evaluation report regarding the impacts of the ticket to work program on SSA benefits, SSA program participation, SSA program exits due to work, and use of SSA work incentives. Interested sources that believe they have the capability to perform the services required within a 6-month time period (i.e., to be completed by October 2006), should submit a capability statement to Dawn Caracci via email at dawn.caracci@ssa.gov. Responses shall be marked TRF for 2006, CAPABILITY STATEMENT, and shall be received no later than March 8, 2006, 3:00PM EST. All responsible sources will be considered. If no responses are received by the cutoff date, a modification will be issued directly to the MPR contract referenced above.
