Description
The Regional Contracting Office  Bavaria intends to negotiate a sole source Time and Materials (Labor Hours) contract with D&S Consultants, Inc., P.O. Box 7259, Freehold, NJ 07728-7259 for technical support services for the technology associated wit h Simulation Federation Support and End-to-End Integration Services. The simulation federations currently in use at the Joint Multinational Command Training Center (JMCTC) are as follows: Joint Live, Virtual, Constructive (JLVC) Federation: Consists of the following models and interfaces in a typical training exercise: JCATS, SELS, JSAF, SIMPLE, JDLM, Vision XXI, ASTi, TACSIM, MUSE and D-ISE This federation operates primarily using a High Level Architecture protocol; Joint Land Component Constructive Tr aining Capability  Entity Resolution Federation (JLCCTC-ERF) - Consists of the following models and interfaces in a typical training exercise: JCATS, SELS ,JSAF, SIMPLE, JDLM, Vision XXI, ASTi, TACSIM, MUSE and D-ISE. This federation operates primarily using a Distributed Interactive Simulation (DIS) protocol; and, Joint Land Component Constructive Training Capability Multi-Resolution Federation (JLCCTC-MRF) - Consists of the following models and interfaces in a typical training exercise: CBS, JCATS, V ision XXI, LOGFED, TACSIM, MUSE. This federation operates primarily using a High Level Architecture (HLA) protocol. Required start of performance is 16 July 2006. Contractor must have all work related documentation required by the Directorate of Contrac tor Personnel and the German government completed and approved prior to start date of contract (16 July 2006). Contract will be for a base period of one year and four one year option periods. Initial dollar value of contract is estimated at $1.1M for the base period. If all options are exercised, total value of the contract is estimated at $5.6M. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Governm ent.
