- The Bureau of Reclamation (Reclamation) intends to award on a sole source basis with the Department of Civil Engineering, Colorado State University, specifically Dr. Brian Bledsoe. Reclamation has a requirement for a study to quickly and accurately assess the geomorphologic and biologic impacts of river regimes at Reclamation owned and operated facilities. The full project has been scoped through a Fiscal Year 2005 scoping grant by the Science and Technology Office and preliminarily developed with software named GeoTools developed and owned by Brian Bledsoe at the Department of Civil Engineering, Colorado State University. In order to complete the project requires models and modeling techniques in a time frame that cannot be accomplished by the TSC Flood Hydrology Group. The methods and analyses must be state-of-the-art and technically sound. DESCRIPTION OF WORK The specific tasks that will be accomplished as part of this project are: -The implementation of Indicators of Hydrologic Analysis within the GeoTools Environment, - Coordination with the Flood Hydrology group on the collection of cross-sectional data and sediment data on the North Platte and / or Yakima River systems where biological information has previously been collected. - Validation of GeoTools with more complex studies that are either underway or have previously been completed. This includes the development of a HEC-RAS hydrodynamic model of the Yakima and / or North Platte Rivers above and below Reclamation facilities. - Analyze, statistically, the relationship between the aquatic invertebrates and stream flow metrics (hydraulic and hydrologic); and validate this analysis with biologic data previously collected by the TSC. - Coordinate with the TSC and Reclamation regions to improve and refine GeoTools interface options and outputs (including graphical outputs for comparing management scenarios). - The reports should be in the form of peer reviewed publications and one report in the format of Reclamation's Visual Identity Protocol. David Raff will assist and coordinate with the vendor to put the information into this format. The validation products relating to case studies of hydraulic variables, the completion of the software development, documentation and user manuals will be completed by September 2007. The remainder of the project and will be completed by the end of September 2007. This includes the remainder of the validations, the statistical analysis and the coordination with the TSC and regional staff. The deliverables will also be completed and transmitted. The vendor will have check in meetings with the government on a bi-weekly basis.
