Description
The Naval Air Warfare Center Training Systems Division, H-60/S-3B In-Service Engineering Office (ISEO), Engineering and Technical Product Support, Training System Modification, and Technical Data Verification, located at the Naval Air Station North Island, San Diego, CA. This requirement is being solicited as a competitive procurement action pursuant to Section 8(a), of the Small Business Act [15 USC 637(a)] and FAR 19.805. This synopsis is for information and planning purposes and is not to be construed as a commitment by the government. This is not a solicitation announcement for proposals. No contract will be awarded from this announcement. The engineering, technical and life cycle support services will encompass program management, engineering support consisting of trainer engineering and impact analyses, software and hardware design and development, software and hardware documentation maintenance and development, verification and validation, modification and Engineering Change Proposal (ECP) integration, configuraton management (CM), and quality assurance (QA), technical library maintenance and development, and logistic support for the below training systems. The contractor will design, develop, fabricate, update, modify, acquire, install, integrate and test hardware and software modifications to S-3B Training systems (Devices 2F92B, 2F92BF) and H-60 Training Systems (Devices 2F135 (Series), 14B51 (Series), 2F189 (Series), 2F195 (Series), 2F146, 14D3, 14H9). Successful performance of this support will require knowledge, understanding and experience with the following avionics systems and subsystems: AN/ASA-82 Display System, AN/ASA-84 Navigation Control System, AN/AWG-19 Weapons Control System, AN/APS-124 & AN/APS-137 Radar Systems, AN/ALR-76 & AN/ALQ-142 Electronics Support Measures Systems, AN/ALE-39 Electronic Countermeasures System, AN/APX-76A & AN/APX100 Identification Friend or Foe Systems, AN/ASQQ-81B (V2) Magnetic Anomaly Detection System, AN/ASQ-147 & AN/ASQ-198 Armament Control Systems, OR-89/AA & AN/AQQ-16 Forward Looking Infrared Systems, AN/UYS-1 Acoustic Processor, AN/ARR-72 & AN/ARR-84 Sonobuoy Receiver Systems, AN/AQS-13F Sonar Detection System and AN/AYK-10 & AN/AYK-14 General Purpose Digital Data Computers and avionics data-buses which use interface protocols such as MIL-STD-1553 and ARINC 429. Experience with INS, Radar, IFF, Acoustics, Data Link and GPS related systems are essential. Respondents should have in-depth knowledge of the Harris, SGI, and Encore computer systems, computer interface hardware/software, network interfaces (IEEE 802.3 format), Source coding, compilers, and assembly languages, e.g., Encore 32/9780 MPX-32 version 3.3 U03 with RSX, Encore 32/6780 MPX-32 version 3.3 U03 with RSX, and Encore 32/9750 MX-32 version 3.3 U03 with RSX, VMS Operating Systems and VME based equipment, McDonnell Douglas Vital IV and V, Evans and Sutherland and Aechelon visual systems. Additionally, programming experience in C, C++, UNIX, Assembly, Linux, and Fortran is required. Configuration management program experience with Softool, S-3B Configuration Tool Set and Concurrent Versions System (CVS) is essential. Knowledge and skills identified above are required to perform on-site engineering and technical tasks such as Quick Response Modifications (QRM), Systems Engineering, Configuration Management, Quality Assurance, and associated technical support for the training systems which are located at Naval Air Stations North Island, CA, Mayport, FL, Jacksonville, FL and Norfolk, VA. Engineering support demands in-depth expertise with the engineering process for training systems modifications and life cycle support including definition, design, installation, integration, test and production. A secret clearance is required to work on this project. Personnel qualifications ? the government requires the contractor to provide highly skilled and experienced personnel in several specific disciplines for engineering and technical roles. The contractor must be familiar with Aviation Training Simulators systems and subsystems similar to those identified above and have the necessary experience and qualifications to perform under individual delivery orders. NAWCTSD anticipates awarding a Firm Fixed Priced (FFP) type contract with a base year and four one-year option periods to extend the term of the contract. The government anticipates a $15M contract over a 60-month period. Detailed requirements for specific tasks will be issued as delivery orders for a task or combination of tasks under the contract. The H-60/S-3B Trainers ISEO Technical Documentation Library will be made available between the hours of 0900-1500, [date to be determined], by appointment. Secret security clearances are required to visit the site. The offeror shall submit a faxed visit request for those company officials who will visit the site. Mail visit requests, on company letterhead stationary, to the addresses stated in the draft Section L (see below). A ?DRAFT copy of the SOW and RFP Sections B, L, and M will be posted on or about 15 Mar 2006, to the NAWCTSD World Wide Web site at http://www.ntsc.navy.mil/contract/procure.htm. NAWCTSD will utilize its World Wide Web Site for distribution of additional draft documents, as well as, the Final Request for Proposal, which is anticipated to be posted on or about 20 Mar 2006. Contractors? proposals will be due on or about 28 Apr 2006. Contract award is scheduled on or about 31 May 2006.
