Description
The U.S. Army Corps of Engineers, Huntsville Center intends to award one firm fixed price contract to Nine Systems, a small business, as a sole source award for a license agreement for use of their Nine Systems Content Network Delivery System based upon the Statement of Work titled Nine Systems Content Network Delivery System. The one award will be for an estimated contract value of $70,000 to $95,000 for one base period and two option periods. This license agreement will provide access to web-b ased video training through the Nine Systems Content Delivery Network to Corps, Department of Defense (DoD), federal employees, and other selected DoD individuals. In addition the license agreement will provide content to the Nine Systems Content Delivery Network for delivery of Corps video-based training courses. It is anticipated that a firm fixed price award will be executed in accordance with Federal Acquisition Regulation (FAR) 13.5. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement and submit a proposal. Any proposed license agreement for a Con tent Delivery Network should currently exist in the commercial market place and meet the requirements herein. This notice is not a request for a competitive proposal. However, all proposals received not later than 2 p.m. Central Day Light Time, 22 Mar 20 06, will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. The contractor shall provide access to web-based video training through the Nine Systems Content Delivery Network to Corps, Department of Defense (DoD), federal employees, and other selected DoD individuals. Provide content to the Nine Systems Content Del ivery Network for delivery of Corps video-based training courses. Experienced firms must be capable of providing a license agreement which will provide a secure and reliable content delivery service for dissemination of web-based training materials. The contractor shall provide 24-hour, seven-day access to the Nine Syst ems video and audio content. The contractor shall ensure that its Content Delivery Service is maintained at an optimum level of performance. The Contractor shall add selected content based on information provided by the PDSC. The Contractor shall delete selected content based on information provided by the PDSC. The contractor shall maintain user logs that are available at PDSC request. he Contractor shall deliver 24/7 service to its Content Delivery Network for the duration for this contract. The Con tractor shall deliver content in live or on-demand mode based on information provided by the PDSC. The Contractor shall deliver User Logs upon PDSC request. Contractor personnel must be capable of working independently and with demonstrated working knowl edge of the web development software.
