- The Naval Sea Systems Command intends to issue a competitive solicitation to procure the Common Enterprise Display System (CEDS). CEDS is a family of display systems, which will provide the Navy?s enterprise display solution on Navy surface ships, submarines and aircraft with potential for U.S. Marine Corps and Allied use. The CEDS program is divided into two display system categories: (1) Display Consoles ? workstation configuration including display screens, furniture (console, chair, etc.), Human Machine Interface (HMI) devices (keyboard, mouse, etc.), and electronics module (graphics processor and network interface) and (2) Remote Displays ? stand-alone display screen, capable of displaying live video feed or repeating display consoles? data; includes no furniture or HMI devices. The procurement of CEDS will be accomplished through a two phase acquisition process; Phase I of the procurement supports preliminary system design, Phase II supports system development! and qualification, production and support. The initial award will be for Phase I, CEDS preliminary design. A competitive solicitation for a firm fixed price contract, not to exceed a government specified maximum price, is expected to be issued within the next 30 days. Offerors may submit proposals to conduct the preliminary design for one or both display categories. Since the Phase II development and qualification, production and program support CLINS are unpriced options at Phase I contract award, proposals must address the Offerors? capability to support all requirements of the Statement of Work, including qualification, production and logistics support of designed systems. Multiple Phase I contracts will be awarded. Contracts for the preliminary design of display consoles and remote displays will each be awarded to two contractors (more than two awards may be made based on funding availability). Additionally, if two or more qualified, responsive and reasonable proposals are received from small business, at least one Phase I contrac t will be awarded to a small business for the Preliminary Design of Display Consoles or Remote Displays. The source selection will be based on a best value determination. Response to Industry questions and comments to the draft RFP that was issued in September 2005 will be posted within approximately the next 15 days.
