Description
The Federal Emergency Management Agency (FEMA), Mt. Weather Emergency Operations Center (MWEOC), Mt. Weather (Bluemont), VA intends to negotiate, on a sole source basis, with Spirent Federal Systems, Inc., Yorba Linda, CA for the purchase of Engineering Services in support of the equipment purchased from Spirent under their GSA Schedule Contract No. GS24F0029N under a separate delivery order. The equipment purchased from Spirent is necessary in order to allow FEMA the ability to test the capacity of the Agency?s Interactive Voice Recognition (IVR)/National Emergency Management Information System (NEMIS) disaster application processing system. The system capability and the ability of the system to handle the continued phone call volume and activity being created by the response and recovery to Hurricanes Katrina/Wilma/Rita must be determined if FEMA is to successfully process current and anticipated future individual assistance applications for assistance. The Engineering Services consist of on-site consulting with scripting assistance and mentoring. The services also include test methodology development, test execution and assistance with integrating the purchased Spirent test equipment with FEMA?s IVR systems. These services go hand-in-hand with the test equipment being purchased under Spirent?s GSA Schedule Contract. Interested parties may respond by identifying their capability to provide the required Engineering Services to include descriptive literature, capability statement, and pricing. Responses shall be sent via email to Sandra.nixon@dhs.gov and must be received no later than 11:00 AM/EST on April 3, 2006. This is not a request for competitive proposals. However, all responses received by the date identified above will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. This is not a small business set-aside requirement. NAICS Code is 541990 , Small Business Size is $6.5 Million.
