Description

The work of this project consists of the construction of approximately 13,200 linear feet of goat and pig resistant fence, 47" high. The fence will consist of woven wire netting 47 inches in height, supplemented with a 32-inch wide apron on the ground and attached to the base of the 47-wire netting with hog rings. The fence line is located in high elevation Hawaiian sub-tropical rainforest. Terrain throughout consists of steep slopes, often wet and muddy. The fence will traverse numerous streams both large and small. Access by foot is not practical. All logistics to and from the fence must be by helicopter. The Contractor will be responsible for all phases of the work in accordance with the specifications provided. Completion will be required within 210 calendar days after the Notice to Proceed. SOLICITATION DETAILS: This is a best value procurement open to all responsible small business concerns. Selection for award will be based on a best value determination after considering a firm's prior experience. Proposals should include all necessary expertise, labor, materials, equipment, tools and transportation necessary to construct the fencing in accordance with the specification, terms and conditions of the award. Award may be made without discussions with offerors; therefore the offeror's initial proposal should contain the offeror's best terms for all items from a cost or price and technical standpoint. Offeror's should submit proposals that are acceptable without additional explanation or information as the Government may make a final determination regarding a proposal's acceptability solely on the basis of the initial proposal submitted. Proposals will be evaluated based on quality (past performance, experience, qualifications of key personnel) and price. A pre-bid conference/site visit will be scheduled (date and time will be in the solicitation in Section L.) NAICS: 238990. Price range: between $250,000 and $500,000. The Request for Proposal (RFP) will be available via electronic commerce only and may be accessed on/about April 6, 2006 at either http://www.fedbizopps.gov or directly through the DOI National Business Center site at http://ideasec.nbc.gov. The due date for receipt of proposals will be 30 days after issuance. The contractor will be responsible for periodically checking the website for any Amendments that may be issued prior to the closing date of the RFP. All responsible sources may submit a proposal which, if timely received, will be considered. A paper copy of this solicitation will not be available to requestors.
