- The Regional Contracting Department, Fleet and Industrial Supply Center, Pearl Harbor Hawaii intends to negotiate a sole source, firm fixed contract with Unitech Services Group utilizing FAR Part 12, Commercial Procedures for laundry services to include the pick-up, cleaning and delivery of Pearl Harbor Naval Shipyard & IMF Anti-Contamination (Anti-Cs) various articles of clothing used by Shipyard employees in radiological work. Estimated annual quantities of clothing are as follows: Coveralls ? 2,905 each; Hoods ? 2,970 each; Rubber Gloves ? 48,000 each; Rubber Shoe Covers (Booties) ? 7,500 each; and Arm Sleeves ? 1,961 each. Solicitation number is N00604-06-T-0313. This requirement is unrestricted. The NAICS code and the small business size standard for this procurement is 812332 and $12.0 mil, respectively. The prospective contractor must be registered in the Central Contractor Registration (CCR). The proposed contract will result in a firm fixed price type contract. In accordance with FAR 52.217-8, Option to Extend Services and FAR 52.217-9, Option to Extend the Term of the Contract, the Government anticipates that the contract will be awarded for a six month base period of performance with two (2) one-year options. The Contractor must possess or establish a laundry facility in accordance with Federal, (i.e., NRC, DOT), State (i.e., Dept of Health), and Municipal (i.e. water) regulations located in the State of Hawaii and on the Island of Oahu. The Contractor shall have the necessary permits and licenses, appropriate operating procedures and program (e.g., plant operating procedures, quality assurance program, quality control policy, OSHA safety program, radiological control program, radioactive waste disposal program, training, alpha monitoring program, etc.) in place for operating a facility to launder radiologically contaminated anti-contamination laundry apparel. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of inte nt is not a request for competitive proposals. However, the Government will consider all proposals received by the closing date. A determination by the Government to not compete this proposed effort on a full and open competitive basis based upon responses to this notice is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in actions. See Numbered Note 22.
