- This is a combined synopsis/solicitation for commercial items identified below, prepared in accordance with the format in FAR Subpart 12 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: offers are being requested and a written solicitation will not be issued. This solicitation number: RFQ16-06 is issued as a Request for Quotation (RFQ). This procurement shall be solicited under the Simplified Acquisition Procedures (SAP) and is a Small-Business Set-Aside. The North American Industry Classification System Code (NAICS) code is 339111. The USDA National Animal Disease Center, Ames, Iowa, has a requirement to purchase INDIVIDUALLY VENTILATED MOUSE CAGES, CAGE RACKS, AND AIR HANDLER. Item #1: Mouse Rack w/cages (2 each)Tecniplast model 2L126MAC335CACP or EQUAL. Item #2: Trolley (1 each) Tecniplast model BOX110CP0TCS or EQUAL. Minimum Specifications for Individually Ventilated Mouse Cages, Cage Racks and Air Handler: (1) Cages and racks must be compatible with Government owned Tecniplast Individually Ventilated cage system: Tecniplast Touch Slimline Equipment Trolley Model BOX110CP01 and cage rack Model 2L126MAC35CACP; (2)Must be individually ventilated cages capable of running at positive and negative pressure with HEPA filtered supply and exhaust air; (3)Animal cages must have individual water bottles with sipper tubes; (4) Animal cages and filter tops need to be made from Udel (Polysulfone) plastic and able to stand frequent autoclaving (hundreds of times) without the surface of the plastic or the transparency changing in such a way as to make the plastic brittle; (5) Each rack to contain at least 126 cages (Total of 252 cages); (6) Noise generating from the cage rack fans must not exceed 50 dBA. Within the octave band 32kHz, the noise level must not exceed 45dBA. All the above noise requirements apply when taking measurements inside the animal cages. With reference to noise generation in the room, a maximum level of 50 dBA is required; (7)The air supply fans or associated equipment must not cause vibration that can spread to the animal cage; (8)Air from the exhaust unit must be compatible with an indirect ?thimble? connection so it can be vented to the outside. This will aid in the removal of odors and slight heat built-up; (9)Ventilated mouse rack to include the following: rack, flexible hose, polysulfone cage bodies, silicone rings, stainless steel sipper tube, plastic top loaded cage card holder; (10)Trolley to include: supply and exhaust fan units, HEPA filters, pre-filters and temperature and humidity display. This solicitation incorporates the following FAR clauses, provisions and addendums: 52.204-7 Central Contractor Registration; 52.212-1 Instructions to Offerors-Commercial Item; 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. In Paragraph (B) of 52.212-5, the following apply: 52.203-6 and 52.225-13. See Website at http://www.arnet.gov/far.All offerors must include copies of 52.212-3 (Representations and Certifications). Faxed quotations are acceptable to Denise Hill at fax number 1-515-663-7482 on or before April 6, 2006. All responses will be evaluated in order to determine the ability to meet the above stated capabilities. The Government shall award a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government per FAR 13.106-2. Responses shall include technical specifications, descriptive material, literature, brochures and other such information corresponding to each minimum required item, which demonstrates the capabilities of the offerors equipment. Offerors shall identify where the offered item meets or does not meet each of the Governments functional and performance minimum specifications listed herein. Offeror shall include references of three (3) firms for which similar equipment was provided. The anticipated award date is April 30, 2006. All responsible sources may submit a quotation which shall be considered by the Agency.
