Description
This is a combined synopsis-solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-07, 02 Feb 06. This is a sole-source requirement in accordance with FAR 6.302-1(a). This requirement is for maintenance of an existing web-based course, Human Systems Integration (SYS 160), that was originally developed by Advanced Information Engineering Services, Inc. approximately two (2) years ago. The course consists of two (2) modules?narrative & graphics, and simulation. After migration to the AFIT Learning Management Systems (LMS), certain links and functionality were impaired. Local content changes have been made, and certain linkages and the overall functionality of the simulation have been lost. This effort includes the updating of the page and module links to insure their proper operation, repairing the simulation module to coexist with the AFIT (LMS), and assisting with the installation of the updated course into the AFIT LMS. Period of performance will be 03 Apr 06 through 03 Aug 06. The following provisions apply: 52.212-1, Instructions to Offerors?Commercial Items; 52.212-2, Evaluation?Commercial Items; and 52.212-3, Offeror Representations and Certifications?Commercial Items. The inserts for 52.212-2(a) are (in descending order of importance: (1) technical approach, (2) past performance, and (3) price. Technical approach and past performances, when combined, are more important than price. The following clauses apply to this acquisition FAR 52.212-4, Contract Terms and Conditions?Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items; and DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items. W-PAFB intends to award this requirement to Advanced Information Engineering Services, Inc., 4455 Genesee Street, Buffalo, NY 14225-1928. AUTHORITY: 10 U.S.C. 2304(C)(1), as implemented by FAR 6.302-1(a). Proposals/responses are due not later than 2:00 PM, 30 Mar 06, and should be e-mailed to Thomas.Moseley@wpafb.af.mil. Mr. Stephen J. Miller has been appo8inted as Ombudsman to hear concerns from offerors, or potential offerors during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director or the contracting officer. Accordingly, the Ombudsman does not participate in the preparation of solicitations, evaluation of proposals or the source selection process.
