REQUEST FOR QUOTATION F3N0426083A200 The Department of the Air Force, USAFE, 38 CSW / 700th Contracting Squadron / LGCB has a requirement for a non-personal as described in paragraph 2. In order to be considered for a contract award, all quotes must be received No Later Than (NLT) Close of Business (COB), 1630 hours Friday , 10 Mar 06. 1. Non personal services to provide all labor, tools, material, facilities, knowledge, and transportation required to provide three firefighter certification services. 2. Qualified instructional personnel to complete the Fire Company Officer III, Fire Service Instructor II and Fire Inspector II program for 38th Construction & Training Squadron in Germany, beginning as follows: i. Fire Officer III ? 3-7 Apr 06: a) The contractor should provide a course designed for the chief officer who is ready to assume a leadership role by moving into the upper management level of his/her department. This course should consist of subjects designed to give the officer more knowledge of management and supervision so that he/she can make basic evaluations of employee relations and assume a more proactive role in their department. ii. Fire Instructor II ? 10-14 Apr 06 a) The contractor should provide the Fire Instructor I with the next level of understanding for the training of personnel. This course should be designed to train the participants to perform job and task analysis, develop goals and objectives, and develop a lesson plan along with the coordinating training aids, and student test and evaluation. During the course the students should bee divided into groups, each of which is responsible for the development of a lesson plan should be presented to the class on the final day. iii. Fire Inspector II ? 17-21 Apr 06 a) The contractor should provide a course designed for the fire inspector ready to advance his/her education and training to an advance level. This course should go deeper into the interpretation of applicable codes and standards, covers the procedure involved in various types of inspections, and prepares the inspector for the plans review process. The course should be an advanced level course which covers a wide range of topics some of which are: inspection procedure, building construction, occupancy classification and means of egress, fire protection and water supply systems, plans review, and the storage of hazardous materials. This training course should meet the requirement of the NFPA 1031, Standard for Professional Qualifications for Fire Inspector, 2003 edition. 1.2. Service Summary 1. Delivery of instruction will be on a daily basis and conclude with testing commensurate with the Standards of the National Fire Protection Association. 2. Students successfully completing the program requirements and certification evaluation procedures will be awarded certification through the International Fire Service Accreditation Congress (IFSAC) and shall be eligible to seek reciprocity from the National Professional Qualifications Board. 3. All registration, certification, and administrative fees associated with delivery of this program. 4. Students will be provided with the current IFSTA manual or ICMA manuals for the respective courses. 1.3 Government-Furnished Property and Services: The 38th Construction & Training Squadron, Germany agrees to the following: 1. Provide suitable learning environment for course delivery, including projector for PowerPoint presentation. 2. Insure all students meet pre-requisites of the course. 1.4 Period of Performance, Work hours, Location, Additional Information Period of Performance: 1. Fire Officer III ? 3-7 Apr 06: 2. Fire Instructor II ? 10-14 Apr 06 3. Fire Inspector II ? 17-21 Apr 06 Work hours: Training will be conducted between 0730-1600 each class day.
