- The Naval Sea Systems Command, Washington Navy Yard, D.C., anticipates awarding two-contract modifications to Raytheon Company, Integrated Defense Systems (IDS), Keyport, WA under the Consolidated Torpedo Contract. The first contract modification will be for the ?Final Non-Recurring Effort (NRE) and FY06? torpedo production requirement. The second contract modification will be for the ?FY07 and FY08? torpedo production requirements. Both efforts anticipate utilizing firm-fixed price and cost reimbursable CLINs. The consolidated product lines considered under this procurement are the MK48 Common Broadband Advanced Sonar System (CBASS) and the MK54 Mod 0 torpedoes. This effort will consist of the MK48 CBASS Mod 7 Heavyweight (HWT) Torpedo; the MK54 Mod 0 Lightweight (LWT) Torpedo Production Year 2 Producibility Update (P2PU) Design and Automated Test Equipment (ATE); and the MK54 Array and Transmitter Design and Integration. These procurements also include twenty-two (22) MK48 CBASS Mod 7 for the Royal Australian Navy (RAN); nine (9) MK48 Mods G&C Kits; and nine (9) MK48 TPU Kits by FY08. This effort also includes an increase of approximate 387,767 engineering service hours, software, associated spares in the quantity of (11 Lot), non-recurring engineering services and support, and related program data (technical manuals, reports, training/curriculum aids, etc.). All repair line items for all product lines as required will need proofing support, test equipment, Engineering Change Proposal (ECP) and Government Furnished Equipment and Property (GFE/P). Raytheon IDS (Keyport) is currently the producer of the MK48 ADCAP Mod 6 and Mod 7 CBASS and co-designer, developer and producer of the MK54 Mod 0 torpedo. It is the only source with the design familiarity, proven vendor base, demonstrated production processes and existing facilities and tooling required to meet the Navy?s requirements for these two product lines. As for the MK48 CBASS Mod 7 torpedo, Raytheon has extensive experience with the MK48 torpedo platform itself and have proven experience in the design of wideband capable sonar systems and components. Furthermore, the company has in-depth experience in the development of associated advanced signal processing algorithms and hardware and software integration associated with torpedoes.
