Description

This modification is to answer more questions Q1: Would you mind being more specific about what is sought on the SOO doc, section 2.1, 3rd para, where you say: ?If a tool or tools are used, the offeror shall provide information regarding the credentials of the tool(s).? A1: What I would like the contractor to do is provide some information which lends credibility to the effectiveness of the tool(s) for our use case. This is fairly open-ended, and could be a combination of technical specifications, projects that the tool has been used for, successes with the tool, or any other information which gives us a good idea of whether the tool is worth investing in. For example, if the contractor plans to use a proprietary tool, and a search of open literature doesn?t provide any useful information on whether the tool is effective for our use case (or at all), then when we?re evaluating the proposal we have no idea if the tool is going to bring anything beneficial to the effort. In contrast, if the contract submits a statement that external testing has verified their tool correctly identifies 95% of potential software vulnerabilities, then that is something useful when we?re evaluating the proposal. Q2: Would the Air Force consider an alternative proposal for off-site reviews? A2: That is not an option for this contract. The code reviews must be held here. It?s not a classification issue, more of a conops issue? we don?t let our source code go anywhere.
