Description
A Pre-Solicitation Industry Conference on the Department of Defense (DoD) Counter NarcoTerrorism Technology Program Office (CNTPO) programs and operations support is scheduled for Wednesday, April 12, 2006. The Conference will be from 12:00 p.m. to 4:00 p.m. The Conference will take place at the Four Points by Sheraton, Huntsville Airport, 1000 Glenn Hearn Boulevard, Huntsville, Alabama 35824. Directions to the conference will be posted on website http://www.smdc.army.mil/Contracts/Contracts.html. This conference will address technical requirements, contractual and business-related issues, as well as updates to the general acquisition strategy and the current acquisition schedule. In order to promote an informative and successful conference, atten dance is by registration - only those with a confirmed registration by this office will be permitted to attend. Registration is limited to no more than two (2) representatives per company and there is a limit of 100 attendees for this conference. Provide the following written information to Joe Cloft, joseph.cloft@smdc.army.mil not later than April 10, 2006: (1) name, title/position, email address, company, and phone number of each person who plans to attend the conference and (2) any questions/issues you would like to have addressed at the conference. Note that all questions and answers will be posted to http://www.smdc.army.mil/Contracts/Contracts.html and that the Government is not liable for any expenses incur red by an attendee or eventual offeror in order to attend this conference. Small Businesses should note the FAR 19 North American Industry Classification System (NAICS) Code and size standard is 541710/1000 employees. Foreign firms at the prime level are not eligible (subcontractors are perm issible). Contract awardees will be expected to provide the necessary goods and services required by the CNTPO mission, to include, but not limited to: counter narcoterrorism and counter terrorism activities undertaken by the U.S. Government, coalition par tners, and host nations. The effort to be performed under this requirement is inclusive of all the following task areas and PROSPECTIVE OFFERORS MUST HAVE THE CAPABILITY TO PERFORM ALL AREAS OF THE SCOPE OF WORK (SOW). 1. RESEARCH AND DEVELOPMENT (R&D)- Perform studies, analyses and experimentation in both laboratory and non-laboratory environments. R&D may address any life cycle phase. Evaluate unproven technology applications and identify potential risks. This may also include prototype development a nd limited deployment of technologies to provide a real world testing environment. Document results and submit as required. Representational examples of mission requirements include, but are not limited to, development of electronic tracking devices, ana lytical software, airborne sensors, unmanned aerial vehicle (UAV) modifications, inspection systems, unattended ground sensors, foliage penetrating radar, persistent surveillance, and fast boat detection. 2. TECHNOLOGY INSERTION, SYSTEMS INTEGRATION AND SYSTEMS ENGINEERING - Integrate new equipment technologies into existing system architectures. Apply a systems engineering approach to ensure that mission objectives and system criteria requirements are fulfilled. Emphasis shall be on the demonstration of clear and definable improvements in the performance, logistics supportability, reliability and maintainability of the item. Employ the latest technology in consonance with economic considerations. Technology solutions and designs shall take into consideration the constraint s and limitations of the receiving region, Combatant Commander (COCOM) area of responsibility (AOR), or requiring activity/customer. If applicable, design concepts shall include provisions for continuous technological improvement to maximize opportunities for product improvement available from emerging technological advances in the commercial market place. Commercial pr oducts and processes shall be utilized wherever possible. Representational examples of mission requirements include, but are not limited to, IT networks, sensors and communications integration, information fusion center and automated radar and camera inte gration and controls. 3. INSTALLATION - Install hardware and software/firmware. Installation may involve fabrication of mounts, brackets and/or installation kits. Assist the U.S. Government in identifying all equipment and utilities required for installation at the installation site, including Government Furnished Equipment/Material. Ensure that the required equipment, utilities, and resources are available at the installation site. Representational examples of mission requirements include, but are not limited to, installation of thermal imag ing and infrared cameras (FLIR) on aircraft, installation of sensing equipment at a port of entry, installation of computers and software at an operational command center. 4. HARDWARE AND SOFTWARE FABRICATION - Manufacture, acquire, develop and assemble hardware and software. Whenever practical, available Government equipment, supplies, facilities, and resources shall be incorporated. Representational examples of mission requirements include, but are not limited to, writing a software program to detect data anomaly, building a roll on pallet with signal intelligence (SIGINT) system for C-130, upgrading graphical user interface (GUI) interface for radar display and modifying the pod to accept radar. 5. TEST AND EVALUATION - Define and develop test programs, plans, and procedures, conduct testing, and evaluate and document results. Representational examples of mission requirements include, but are not limited to, hardware and software component testing, subsystem and system l evel development testing, system compatibility testing, acceptance testing, functional testing, integration testing, full qualification testing, field-testing and evaluation, environmental tests and stress screening, electromagnetic interference testing, e lectromagnetic compatibility testing and TEMPEST, flight-testing, air-worthiness testing and safety testing. Conduct testing in total or support Government test personnel. Ensure that all hardware, software, test equipment, instrumentation, supplies, facilities, and personnel are available and in place to conduct or support each scheduled test. Create, review and evaluate Test Evaluation Master Plans, test plans, test procedures and test results. Representational examples of mission requirements include, but are not limited to, gamma and x-ray systems, drug sniffing devices, airborne sensors, co mmunication networks, tracking devices, systems developed under an R&D effort, non-lethal systems and night vision systems. 6. CERTIFICATION - Obtain commercial and/or military certifications/authorizations for new or modified parts, subsystems, platforms, designs, equipment or installations in accordance with applicable Federal Aviation Administration (FAA) and DoD standards. Representational e xamples of mission requirements include, but are not limited to, FAA and Federal Communications Commission (FCC) certification for aircraft tracking beacon, refurbished helicopter flight certification in Afghanistan, FAA certification of modification to ai rcraft, release certification for night vision goggles, frequency authorization for radar testing and flight clearance for C-130 SIGINT pallet. 7. PRODUCT DATA - Review, develop and/or submit Product Data. Product data may define one or more configuration items, associated manufacturing processes and associated test procedures. Various types of product data, including engineering drawings, specifications, softwar e configuration documentation, interface control documentation, quality assurance provisions, and/or commercial item descriptions may be required. Product data may include, but is not limited to, complete design disclosure , form, fit and function requirements, performance specifications or a combination thereof. Apply computer-aided design (CAD), manufacturing (CAM) and engineering (CAE) methods/systems to support concurrent design integration with manufacturing and logistics considerations. All CAD, CAM and CAE systems shall be compatible with resident Governmen t architectures. Work may include, but is not limited to, software source code, equipment drawings and rights to reproduce and aircraft technical standard order (TSO) documentation for FLIR. 8. CONFIGURATION MANAGEMENT - Manage the baseline configuration of the platforms, systems, subsystems and items acquired under this contract. Support includes, but is not limited to, collection, review, tracking and archiving of configuration control documents, development of automate d databases to track hierarchical components, maintenance of product data, support to configuration control boards and performance of functional configuration audits and physical configuration audits. Representational mission requirements include, but are not limited to, asset tracking of all counter narcotics (CN) equipment arriving in Afghanistan, aircraft maintenance logs and software configuration control. 9. OPERATION, MAINTENANCE AND REPAIR - Operate, repair and maintain platforms, systems, subsystems, facilities and/or items. Representational examples of mission requirements include, but are not limited to, operating surveillance aircraft in Colombia, maintaining and operating tethered Aerost ats with radars and maintaining and operating surface search radar in Puerto Rico. 10. STUDIES AND ANALYSES (OTHER THAN R&D)- Perform studies and analyses. Such studies/analyses may include, but not are limited to, logistics/supportability, engineering, financial, operational, and documenting such results. Representational s mission requirements include, but are not limited to, work process studies for CNTPO, operational assessments of partner nation CN forces and technology application studies for Joint Interagency Task Force  West (JIATF-W). 11. INCIDENTAL CONSTRUCTION - Perform minor alterations or minor construction of real property located inside or outside the United States, its possessions, or Puerto Rico. Representational examples of mission requirements include, but are not limited to, a hanger for surveillance air craft in Colombia, surveillance towers on border of Pakistan, a helicopter pad in Afghanistan to support airlift, barracks for training center in Afghanistan, firing range for training in Afghanistan, and a training support structure for Drug Enforcement A gency (DEA) at Quantico, VA. 12. PAINTING, COATING, SEALING AND PRESERVATION - Paint, coat, protect, seal and preserve items, subsystems, systems and/or platforms. 13. PUBLICATIONS - Create, review and/or develop and submit white papers, technical reports, studies, and logistics support publications. Publications may include, but are not limited to, integrated logistics support plans (ILSPs), technical orders (TOs), technical manuals (TMs), interactive NAVAIRS, NAVSEAS, work specifications, lubrication orders, interactive electronic technical manuals, repair parts and special tools lists (RPSTLS) etc. 14. LOGISTICS SUPPORT ANALYSES - Perform or assist in the performance of logistics support analyses. 15. LOGISTICS SUPPORT AND EQUIPMENT - Contactor provided equipment and supplies in support of the CNT mission, which may include, but is not limited to, ground support equipment for aircraft. 16. PRESERVATION, PACKING AND MARKING - Ensure the preservation, packing and marking of shipments in accordance with applicable commercial standards. 17. TRAINING - Identify training requirements and obtain or develop training programs for platforms, systems, subsystems or critical items. Develop training manuals and other training documentation or training aids. Electronic t raining applications such as video teleconferencing and computer-based training shall be employed to enhance the effectiveness of training materials and courses when cost-effective. Conduct training for Government personnel or foreign national personnel t o ensure proper operation, repair, maintenance, storage, and testing of platforms, systems, subsystems or items. Furnish personnel to perform such training. Provide operational, medical, and other types of field training for Government personnel or forei gn national personnel in support of CNT missions and objectives. Representational examples of mission requirements include, but are not limited to, security force training for border police in Afghanistan, air crew training for Colombia surveillance aircr aft, tactics training for Counter Narcotics Police Afghanistan (CNPA), geographic information system (GIS) training for analyst in Colombia, and image analyst training for U.S. Southern Command (SOUTHCOM). 18. CONVEYANCE PURCHASE, REFURBISHMENT, LEASING, OPERATION, AND SUPPORT (AIRCRAFT, VEHICLES, VESSELS) - Conveyances are defined as manned and unmanned aircraft, vehicles, and vessels. Provide conveyances, conveyance support, and operators to support CNTPO and CNTPO related missions worldwide. Such support includes, but is not limited to, contractor owned/contractor operated (CO/CO) conveyances, rented or leased conveyances, purchased c onveyances, maintenance and support services, qualified conveyance operators and support/perform disaster relief operations on minimal notice. For refurbishment, conveyances may be purchased or provided as government furnished equipment (GFE) to the contractor. GFE will be specifically identified. Provide all related material, services, facilities, and equipment required for refurbishment, maintenance, inspection, training, and operation of the conveyances unless specifically identified as being provided by the government as GFE or government furnis hed material (GFM). Provide the associated training required for operators. Representational examples of mission requirements include, but are not limited to, CO/CO surveillance aircraft in Colombia, patrol boats to U.S. State Department for maritime patrol in Uzbekistan, he licopters for airlift in Afghanistan, refurbishment of helicopters for Afghanistan, refurbishment of patrol boats in Pakistan, complete rebuild of DC-3 for CN support to Colombia, and provide armored vehicles for security forces training in Afghanistan. 19. SECURITY SERVICES - Provide security and related services in support of CNTPO and CNTPO related missions to include, but not limited to, Intelligence, medical, logistics, canine services, surveillance, counter -surveillance, aerial over watch, security advisory etc. Services may be incidental to other activities (i.e. training programs, construction etc.) or the primary purpose of the task order (i.e. Security assessments, advisors, interdiction assistance, protective services.) Representational examples of mission requirements include, but are not limited to, training of CN forces in Afghanistan, tactical medical training, security site assessment Afghanistan and occasional protective services for CN activities in Afghanistan. 20. WEAPONS - The contractor may be required to be armed during the performance of tasks under this contract. Individuals carrying weapons shall be properly trained and certified to standards established by the applicable combatant commander. 21. PUBLIC POLICY, INFORMATION, AND EDUCATION SUPPORT TO PARTNER NATIONS - Provide partner nations with the capabilities to develop strategies and communicate public policies focused on countering the effects of illicit narcotics and narcoterrorism. Assist partner nations in educating the public on the successes of counter narc otics activities and encouraging alternate livelihoods that are not dependent on narcotics trafficking. Representational examples of mission requirements include, but are not limited to, strategic counter narcoterrorism (CNT) policy support to senior government officials in Afghanistan and Colombia. 22. INFORMATION TECHNOLOGY (IT) AND COMMUNICATIONS NETWORK DEVELOPMENT AND DEPLOYMENT - Provide IT and communications network development and deployment that support the establishment of CNT capabilities world wide. Such support includes, but is not limited to, computer, equipment and networks to support decision making and information trans fer, geographical information systems, mapping information, data connectivity and communications networks for transmission of data in remote or undeveloped areas, and information analysis tools and systems. Representational examples of mission requirements include, but are not limited to, GIS system for CN operations in Colombia, network analysis for SOUTHCOM, analytical tools to support operations planning, equipment and networking for information operations control center in Afghanistan and purchase of commercial satellite time for communications. 23. MATERIAL AND EQUIPMENT PURCHASE - The contractor shall purchase equipment and material in support of CN operations worldwide. The contractor shall arrange for and provide shipping of items to final destination. Representational examples of mission requirements include, but are not limite d to, military apparel, including boots for CNPA Afghanistan, small arms such as 9mm pistols and ammunition, computers and printers for Colombia, government-off-the-shelf (GOTS) remote sensors for trail monitoring in Colombia, global positioning system (GP S) units for CN forces in Afghanistan and fuel for helicopters. The Government intends to award up to five (5) Indefinite Delivery/Indefinite Quantity (IDIQ) contracts. The Government does not intend to limit either the number or types of teaming arrangements entered into by the potential offerors (i.e., any given con tractor could propose as a prime contractor as well as participate as a subcontractor on one or more other proposing teams). The issued solicitation will contain an appropriate OCI provision, which may limit the ability of a contractor to submit an offer. The resultant contract will contain an organizational conflict of interest (OCI) clause that could limit an offeror from participating in any other CNTPO contracts.
