Description
Air Force District of Washington (AFDW) Acquisition Division -- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as Reference No. F1AFDS6054A100. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-07. This acquisition is unrestricted. The North American Industry Classification System code is 448150 (formerly SIC code 5611) at $6 million size standard. LINE ITEMS: 0001 AFDW BDU Patch, subdued QTY: 20,000 (ea), UNIT PRICE: $_________, EXTENDED PRICE: $_________. 0002 AFDW BDU Patch, colored, QTY: 200 (ea), UNIT PRICE: $_________, EXTENDED PRICE: $_________. A complete price breakdown is required as part of your offer for each line item listed above. The following is an example: number of hours, hourly rate, materials, completion time for each building, etc. The Government reserves the right to cancel this solicitation, either before or after the closing date. INSPECTON AND ACCEPTANCE TERMS: Supplies/services will be inspected by Government personnel and accepted at the designated shipping address. DESCRIPTION/SOW: Manufacturer AFDW (DRU) Patch 1. DESCRIPTION OF SERVICES: The contractor shall provide all personnel, equipment, tools, materials, transportation, supervision, and other services necessary to manufacture and deliver AFDW Patches to shipping destination. FAR PROVISIONS: The provisions at FAR Clause 52.211-4 Availability for Examination of Specifications not Listed in GSA Federal Index of Specifications, standards and commercial item descriptions (JUN 1988). (a) A physical sample of the AFDW BDU Patch is available at offerors cost of shipping upon request. Please provide all shipping information to the Contracting Officer or his designated representative. Contractor shall provide physical samples of prototype patches to the Contracting Officer for acceptance before full scale production of the total quantities. Samples shall be addressed to: AFDW Acquisition Division (A7KI), 110 Luke Ave. Suite 200, Bldg 5681, Bolling AFB, DC 20032, Attn: MSgt Larry D. Kagler. 52.212-1, Instructions to Offerors-Commercial Items and 52.212-3, Offerors Representation and Certifications-Commercial Items are hereby incorporated. Addendum to FAR Clause 52.212-1 applies to this acquisition is as follows ?Offeror must include, with its offer, a completed copy of provision FAR 52.212-3 in full text.? Clause 52.212-2, Evaluation?Commercial Items applies to this solicitation, specifically the following criteria: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and price is determined most advantageous to the Government. Award shall be made on an ?all or none? basis. FAR CLAUSES: The clause at 52.212-4, Contract Terms and Conditions-Commercial Items is hereby incorporated. Addendum to FAR Clause 52.212-4 applies to this acquisition, specifically the following cited clauses: 52.209-6, 52.219-6, FAR Clause 52.212-5 (DEV), Contract Terms and Conditions Required to Implement Status of Executive Orders-Commercial Items apply to this acquisition, specifically, the following cited clauses: 52.225-1, Buy American Act-Balance of Payments Program-Supplies. All responses must be received by the Contracting Officer no later than 3:30 P.M. An official authorized to bind your company shall sign the offer. To be eligible for an award, all contractors must be registered in the Central Contractor Registration (CCR). The Air Force District of Washington (AFDW) BDU Patch (Subdued) and colored Patch with velcro backing are 3.5 inches wide in lieu of the standard 3-inch Air Force Major Command patches.
