- The Naval Surface Warfare Center, Carderock Division (NSWCCD), intends on issuing on a sole-source basis a purchase order for services to Micro Analysis and Design of Boulder, CO. The goal of this contractual effort is to develop a modeling tool, i.e. "Total Crew Model" (TCM) to simulate various ship manning requirements for Naval combatants via a macro perspective. Goal is to determine adequacy of a proposed crew complement, i.e. skill issues, crew utilization, and fatigue levels. TCM was designed and developed by the Micro Analysis & Design, Inc using their "micro saint" software. The proposed contract action is for supplies or services for which the Government intends to solicit with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive quotations. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
