No: QEW60014 Solicitation Number: NHLBI-PB(AR)-2006-159/BNJ Solicitation Type: Noncompetitive Suggested Source: Laura Vazquez Brunetti Title: Professional Consulting Services THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute?s (NHLBI) Consolidated Operations Acquisition Center (COAC) for the National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS) intend to negotiate and award a purchase order on a noncompetitive sole source basis to Laura Vazquez Brunetti, PO Box 16, Garrett Park, Maryland 20896-0016, to provide scientific writer editing services. The Office of Communications and Public Liaison (OCPL) of the National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS) is responsible for writing and revising a growing number of patient and professional medical education articles, booklets, and other materials. The materials? NIAMS-OCPL is responsible for producing includes: Various new fact sheets, booklets, and brochures each year, 4 to 6 electronic fact sheets and materials for publishing on the Web or CD-ROM, 50 revisions per year of the more than 150 patient education titles published by NIAMS and revised on a 3-year cycle, press releases, and articles about scientific and research initiatives per year. Specifically, the Contractor shall serve as a scientific writer to review, edit, and provide guidance throughout the Government?s publication clearance process for the following publications: 1) ?Handout on Health: Pediatric Rhumatics Diseases?; 2) ?Handout on Health: Osteoporosis?; 3) ?Question and Answer about Bursitis/Tendonitis?; 4) ?Questions and Answers about Arthritis and Diet?; 5) ?Question and Answer about Pemphigus?; 6) ?Emerging issues facts sheet: Clinical Trials? 7) Emerging issues facts sheet: ?Cartilage Tissue Regeneration?; and 8) Other publications and activities, as needed. Place of Performance: The work may be performed primarily at the Contractor?s work site. Period of Performance: The proposed period of performance is one (1) year from the date of contract award. The Government has estimated 528 hours labor hours for the performance of the tasks for this requirement. The sole source determination is based upon the excellent writing, editorial, and organizational skills possessed by Ms. Vazquez Brunetti. Ms. Vazquez Brunetti has a deep understanding of the medical topics NIAMS covers, a well as established relationships with experts in the medical and research community, which provides assistance with background information. Ms. Vazquez Brunetti has a firm grasp of the OCPL?s expectations, review requirements, and publications style. Ms. Vazquez Brunetti has a broad-based knowledge of, and experience with, the communication concerns of NIAMS and NIH dating back too 1994. Her clearinghouse responsibilities with NIH included the development of and dissemination of high quality inquiry responses, materials development and management, database support, and liaison services. She has developed working relationships with the staff of the NIAMS OCPL and has the required knowledge of NIAMS research disciplines and OCPL operating procedures required for the editing of clearing documents. Her though familiarity with the disease areas within the NIAMS mission will allow her to review, edit, and shepherd documents efficiently throughout the publication process. As such, an award to any other source for this requirement would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. This acquisition is being conducted under FAR Part 13, simplified acquisition procedures. It is noted that FAR Part 6, Competition requirements are not applicable to this acquisition. The North American Classification System (NAICS) code applicable to this requirement is 541690. This notice of intent is not a request for competitive proposals. Interested parties are required to review the above requirements, and submit a statement of interest which includes; firm fixed loaded hourly price, documentation of the capabilities of meeting the Governments requirements; at least (3) references documenting successful past performance in meeting the Government?s minimum specification; and a proposed plan. The submission is due on April 14th, 08:00 a.m.. The submission must also include any prompt payment discount terms, the Duns & Bradstreet number (Duns), the Taxpayer Identification Number (TIN) and the vendor?s business size. The vendor must also register in the Government?s Contractor Registry System, www.ccr.gov. The determination of the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
