Description
NEHRP Sources Sought Notice Description This is a sources sought notice to assist NIST in completing market research for a program integration and project management services procurement that will be initiated in the near future. No solicitation is currently available, and no unsolicited proposals will be entertained as a result of this sources sought notice. The U. S. Department of Commerce (DOC), National Institute of Standards and Technology (NIST) in Gaithersburg, Maryland is the lead National Earthquake Hazards Reduction Program (NEHRP) agency and has the primary responsibility for NEHRP planning and coordination. NIST conducts applied earthquake engineering research to provide the technical basis for building codes, standards, and practices, and is responsible for working with the U. S. Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) and others to implement improved earthquake-resistant design guidance for building codes and standards for new and existing buildings, structures, and lifelines. Public Law 108-360 assigns NIST significant new R&D responsibilities to close the research-to-implementation gap and accelerate the use of new earthquake risk mitigation technologies based on the earth sciences and engineering knowledge developed through NEHRP efforts. NEHRP intends to strengthen program effectiveness by facilitating implementation of earthquake risk mitigation measures, and build and maintain effective partnerships with NEHRP program agencies and stakeholders in industry, academia and government. So that NIST may support NEHRP in the duties noted above, NIST seeks information from industry sources with CURRENT, RELEVANT EXPERIENCE and CURRENT, RELEVANT EXPERTISE IN THE FOLLOWING PROGRAM INTEGRATION AND PROJECT MANAGEMENT AREAS so that NIST can determine an appropriate acquisition strategy to satisfy its upcoming requirements: Emergency management, mitigation, and disaster reduction issues; Supporting agency Secretariat-level requirements; Coordinating interagency program support with the Executive Office of the President of the United States, Subcommittee on Disaster Reduction; Knowledge of experts and stakeholders in disaster reduction; Supporting coordination of interagency budgets; Coordinating multiple agency and committee document reviews; Dealings with NEHRP; Facilitating high-level interagency meetings; and Gathering information, writing, editing, and graphically designing management, strategic planning, and annual reports for senior level management in the Federal government. IF YOUR COMPANY HAS RECENT (IN THE PAST THREE YEARS) EXPERIENCE AND CURRENT EXPERTISE FOR PROJECTS THAT ARE SIMILAR IN SCOPE TO WHAT MAY BE REQUIRED TO FULFILL THE AFOREMENTIONED TYPES OF REQUIREMENTS, THEN PLEASE PROVIDE THE FOLLOWING INFORMATION BY EMAIL TO JOSEPH.WIDDUP@NIST.GOV NO LATER THAN APRIL 18, 2006: 1. Description of each SIMILAR PROJECT WORKED ON BY YOUR COMPANY AS A PRIME CONTRACTOR OR AS A SIGNIFICANT SUBCONTRACTOR WITHIN THE PAST THREE (3) YEARS, including: (a) dollar amount of the contract; (b) detailed description of the technical AND schedule requirements of that project; (c) a copy of sample reports completed under that project (if releasable to NIST); (d) contract type used on that project (e.g., firm-fixed-price, labor-hour, time-and-materials, cost-plus-fixed-fee, cost-plus-award-fee, cost-plus-incentive-fee, etc.); (e) indication of how long the project took/will take to complete from start to finish, and (f) name, address, point of contact, phone number and email address at customer organization for which the work was/is being done. 2. Current socioeconomic status of your company as it relates to North American Industrial Classification System (NAICS) code 541611, ADMINISTRATIVE MANAGEMENT AND GENERAL MANAGEMENT CONSULTING SERVICES (see NAICS table at http://www.sba.gov/size/sizetable2002.html); also, INDICATE WHETHER YOUR COMPANY IS CURRENTLY CERTIFIED AS AN 8(A) SMALL BUSINESS, A HUBZONE SMALL BUSINESS OR A SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS for the aforementioned NAICS code. 3. Indication of whether your company has its own General Services Administration (GSA) Mission Oriented Business Integrated Services (MOBIS) Schedule 874 contract that currently includes Special Identification No. (SIN) 874-7 (Program Integration and Project Management Services) and, if so, what the contract number is for that contract and the range of labor categories and current fully burdened hourly rates for each labor category under that contract. 4. Indication of whether your company currently has an active registration in the Central Contractor Registration at www.ccr.gov.
