- SOFTBALL OFFICIATING SERVICES. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation FA8601-06-T-0084 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-07, effective 02 Feb 2006 and Class Deviation 2005-o0001. This acquisition is 100% set aside for small business. The associated NAICS 711219. The size standard is $6.5 million. This RFQ is being conducted as a commercial item procurement using Simplified Acquisition Procedures (FAR Part 13). This RFQ has one line item. Contractor shall provide certified softball officials (one per game) for scheduled intramural slow pitch softball games in accordance with the attached Statement of Work. Officials shall hold certifications by a national governing body for the sport, such as the Amateur Softball Association (ASA) or the United States Softball Association (USSSA). Location: Wright-Patterson Air Force Base, Ohio. Period of performance: May through Aug 2006. Estimated number of games for the season: 997. The Service Contract Act and Wage Determination 1994-2419 Rev. 27, dated 05/23/2005, applies to this acquisition. Contractor quotations shall consist of three parts: 1) A firm-fixed price per game 2) Confirmation that an adequate number of certified slow-pitch softball officials will be available and shall be provided as required 2) Relevant past performance/prior experience information The Contracting Officer will evaluate quotations based of the evaluation factors listed in this solicitation and the information furnished by the offeror. THE CONTRACTING OFFICER IS NOT RESPONSIBLE FOR LOCATING OR OBTAINING ANY INFORMATION NOT IDENTIFIED IN THE QUOTE. Evaluation will be based on the overall best value for the government. Evaluation factors are price, ability to comply with required schedule, and past performance. The Government will make an award from this request for quotation to the responsible offeror whose quote will be most advantageous to the Government. The Government reserves the right to not make an award at all. Contract financing will NOT be provided for this acquisition. The contractor shall be paid on a monthly basis in accordance with the Prompt Payment Act. Invoices shall be based on the number of games officiated in the previous month and shall be submitted electronically as described in the paragraph below. IMPORTANT NOTICE TO CONTRACTORS: Any award resulting from this solicitation will include DFARS Clause 252.232-7003, Electronic Submission of Payment Requests. Section 1008 of the National Defense Authorization Act for Fiscal Year 2001 requires any claims for payments (invoices) under DoD contract to be submitted in electronic form. Wide Area Workflow-Receipt and Acceptance (WAWF-RA) is the DoD system of choice for implementing this statutory requirement. Use of the basic system is at no cost to the contractor. Contractors can complete vendor training, which is also available at no cost, at http://www.wawftraining.com. Prior to submitting invoices in the production system, contractors must register for an account at https://wawf.eb.mil/. By submission of a quote, the offeror acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this solicitation.
