Description
ARMY TRANSFORMATION PROGRAM INFORMATION: The Tulsa District, Corps of Engineers is conducting market research on possible future Request(s) for Proposal(s) that may be issued in support of the relocation of the Army Air Defense Artillery (ADA) School and ADA Brigade to Fort Sill, Oklahoma as a result of the Base Realignment and Closure (BRAC). This Construction Program will consist of new brigade/battalion/company headquarters, classrooms, instructional buildings, maintenance and storage facilities, dining facility, simulator facilities, trainee and unaccompanied enlisted personnel housing along with renovation of various buildings for the center level activities. Supporting facilities include electric service, storm drainage systems, sanitary sewage systems, roads, paving, walks, curbs and gutters, parking, oil-water separators, security fencing and gates, information systems, exterior and security lighting, fire protection and alarm systems, and site improvements. Projects will include connection t o energy monitoring and control system (EMCS). Antiterrorism measures and access for individuals with disabilities will be provided. The Primary Objectives for this Program are Acquisition and Construction Processes that: * Minimize cost * Radically redu ce total project lead time * Radically reduce construction duration - minimize time to beneficial occupancy date * Identify and implement improved processes/procedures/specifications and practices* Minimize maintenance and maintenance costs * Please fill o ut the below questionnaire so that the Tulsa District, Corps of Engineers can determine the most effective grouping or phasing of the projects, identify the cost/time/management impacts that potentially could arise from various alternate decisions * Determ ine how to best utilize small businesses in all socioeconomic categories * Determine the most effective type(s) of contracts, including possible incentives that would help to achieve Army objectives * Determine how to capitalize on economies of scale, stan dardization, and cost efficiencies associated with local performance * Determine how to maximize effectiveness of the design build process to achieve primary objectives * INFORMATION GATHERED RELATIVE TO THIS PROGRAM WILL PERMIT ANALYSIS TO DETERMINE THE M ETHOD(S) OF PROCUREMENT AND INPUT IS DESIRED FROM ALL INTERESTED PARTIES THIS INCLUDES CONTRACTORS, INDUSTRY ORGANIZATIONS, ASSOCIATIONS OR SOCIETIES.
