Description
The Department of Justice is developing an acquisition strategy for a standard competition it is conducting under the auspices of OMB Circular A-76, (revised May 29, 2003) for elements of its Operations Services Staffs. The selected Service Provider (SP) shall operate and maintain two (2) data centers in the continental United States and perform other information technology tasks. A draft Performance Work Statement (PWS) describing the services required under this competition was issued on FedBizOpps on February 24, 2006, for public review and comment. Interested offerors may still access the draft PWS at: www1.fbo.gov/spg/DOJ/JMD/PSS/DJJA%2D05%2DRFP%2D0366/Attachments.html It is anticipated that the period of performance for this project will be for one (1) base year and up to nine (9) option years. As part of this process, the Department is seeking information about small businesses who, as a prime contractor, are capable of providing the services described in the PWS. This is a market survey for informational purposes only, and shall not be construed as a Request for Proposals (RFP). Currently, there is no solicitation document available; no contract will be awarded based on this announcement; no reimbursement will be made for costs associated with responding to this announcement; and no telephone calls or other communications about this announcement will be accepted or acknowledged. All responses must be submitted via e-mail in accordance with the following instructions. The applicable North American Industry Classification System (NAICS) code is 541513 with a size standard of $23 million. Responses to the announcement must provide detailed, yet concise information about the company?s qualifications and experience as a prime contractor in providing services similar to those described in the PWS (i.e., infrastructure support in a geographically dispersed data center environment, providing 24x7 operational support, providing hardware and software maintenance in a diverse technical environment, and providing security services) within the past five (5) years to the Federal Government. Respondents must also provide the following information on five (5) contracts similar in size and scope to the work described in the PWS: 1) a detailed description of the work performed; 2) a description of the contract?s level of effort, including the labor categories provided by the prime contractor; 3) identification (by name and business size) of the significant subcontractors used on the project and their respective roles on the project; and 4) contract information, including the contract number, the dollar value, period of performance, current status, and current contract point-of-contact information, including the contact?s name, address, telephone number, and e-mail address. In addition, the response, which shall not exceed twenty (20) typewritten pages, must denote the firm?s small business size status (i.e., small; 8(a); small disadvantaged; HUBZone; SDVOB, woman-owned, etc.). All responses must be submitted electronically to tom.naccarato@usdoj.gov and must be received no later than April 28, 2006, at noon Eastern Daylight Time (EDT).
