Description
The U.S. Navy, Naval Facilities Engineering Command - Europe intends to advertise for International Competitive Bidding (ICB) on works and services within the framework of the NATO Security Investment Program. Eligible firms will be invited to bid for the construction of a library at Aviano Air Base, Italy. The U. S. Navy is serving as the Host Nation for this project, which was authorized by the NATO Infrastructure Committee. The method of bidding is the NATO International Competitive Bidding one step procedure. The estimated total value of this project is $1.0 million - $5.0 million. The reference of the Invitation for International Bid (IFB) is N33191-06-B-0564. The U.S. Department of Commerce will be using the reference IFB-AVIANO-06-B-0564. The Host Nation will be using a questionnaire for the purpose of carrying out a general financial and technical screening of all potential bidders. SCOPE OF PROJECT The classification level of this project is NATO UNCLASSIFIED. This approximately 1,054 m2 gross area library will be a one storied building with reinforced concrete foundation, reinforced concrete columns and beams, floor, roof and in-filled masonry walls. The roof will be a clay tile hipped roof on concrete slab. Exterior finishes will be stucco. The building will be comprised of offices, reading rooms, collection areas, break room, and restrooms and will be equipped with firm alarm and sprinkler systems. Heating, ventilation and air conditioning with central chillers and boilers will be provided. Site work, including a new two-way vehicular roadway; concrete walkways; landscaping; connection to water, sewer and electrical installations; telecommunication cabling and site lighting, will be required. The project will be phased. Phase one consists of constructing the two-way vehicular roadway and phase two is the remainder of the work. There are no special conditions. A total of 365 calendar days after the Award of Contract is allowed for completion of the project. The bid validity period will be 180 calendar days from the bid closing date. Option(s) may be exercised within 180 days from Notice of Award of the Base Bid item. BIDDING PROCEDURE The U.S. Department of Commerce does not serve as the Host Nation for NATO projects. Its role is to approve for bidding those firms of NATO-member nations with a facility located within the United States. Only firms approved by the U.S. Department of Commerce will be allowed to bid. The DOE is used to nominate the firm to the Bidders List for a particular project. The U.S. Department of Commerce will forward the DOE to the Host Nation. The Host Nation will not accept requests for nomination received directly from firms. Firms that are nominated to the Bidders List will be contacted directly by the Host Nation when the Invitation for International Bidding (IFB) has been issued. IMPORTANT DEADLINES 1. Final date for the U.S. Department of Commerce to submit a Declaration of Eligibility on your behalf: 09 May 2006 2. Anticipated date that questionnaires will be distributed to bidders: 16 May 2006 3. Anticipated date that completed questionnaires due to the Host Nation: 13 June 2006 4. Intended date that review of questionnaires will be completed and bidders list will be finalized: 27 June 2006 5.
