- The project consists of the contractor providing all plant, labor, materials, equipment, appliances, permits, transportation and supervision necessary for the construction of a new Battalion Training Complex consisting of eight separate facilities to include Barracks Complex (4) buildings, Officer Quarters, Senior Enlisted Quarters, Dining Facility, Battalion Headquarters, Classroom, and Maintenance Buildings, totaling approximately 113,404 square feet of complete and usable facilities. Work includes but is not limited to new construction in strict accordance with the specifications and drawings associated with the project, located at Fort Indiantown Gap, Annville, PA. Work includes but is not limited to, demolition, site preparation, erosion and sedi mentation controls, landscaping, paving, utilities, fuel storage and dispensing system, force protection and waste removal. Estimated magnitude of construction is between $10,000,000 and $25,000,000. Anticipated date for receipt of bids will be on or abou t 05 Jun 06. Performance period is five hundred forty-five (545) calendar days from receipt of Notice to Proceed. The solicitation will be available fifteen (15) calendar days from the date of the publication of this announcement. Solicitation will be a vailable from the National Guard posting for Electronic Business Solicitations, (EBS) on line at http://www.nationalguardcontracting.org/Ebs/Advertisedsolicitations.asp. All requests for the solicitation shall be accomplished through the EBS Website. Inte rested bidders are required to register on the EBS Website to access and download the solicitation. Furthermore, all interested bidders shall be registered with the Central Contractor Registration (CCR). Registration information can be obtained at http:// www.ccr.gov/. The solicitation and associated information EXCLUDING the Specifications and Drawings will be available on the EBS Website. All Specifications and Drawings will be available from the Federal Technical Data Solution (FedTeDS) website at http s://FedTeds.gov/. Interested bidders shall register on the FedTeDS website to access and download the specifications and drawings associated with the referenced project. The contract will be awarded under Sealed Bid procedures specified in the solicitati on. Award will be made to the lowest responsive, responsible bidder. This project is an UNRESTRICTED ACQUISITION in accordance with the Competitiveness Demonstration Program, however, small businesses, service-disabled veteran-owned small businesses, HUB Zone Small businesses, small disadvantaged businesses are encouraged to participate. The HUBZone preference is IAW FAR 19.1307. The North American Industry Classification System (NAICS) Code is 236220 and the size standard for Small Business is an average of $31 million annual receipts for the past 3 years. A small business subcontracting plan will be required if the offer is a large business and must be submitted with offer. The solicitation package, amendments and site visit minutes will be issued via the web only. All questions will be received via email only with responses being posted to the web. A firm fixed price contract will be awarded as a result of this solicitation. All contractors and subcontractors will be required to register for the sol icitation prior to trying to download. This registration will also ensure an email notification ensuring all contractors receive all information/amendments etc. However, it is the responsibility of the contractor to frequently check the web site for all notices, amendments etc, regarding this solicitation. The government will not be liable or responsible for any email notifications not sent or received by contractors regarding this solicitation.
