Description
This solicitation is unrestricted. This is a two-step procurement. Estimated value is $40,000,000.00. The scope of the proposed contract encompasses a broad variety of minor repair, modification, rehabilitation, alterations, design/build and new c onstruction projects in support of the National Security Agency, US Secret Service, Federal Emergency Management Agency, White House, Architect of the Capital, Under Secretary of Defense for Policy Support, Army Intelligence Command, Special Operations Com mand and other customers within the supported classified community. Type of work to be performed will be for secure and non secure sites and will include: design/build, construction, demolition, HTRW remediation in support of new construction and renovati on; geotechnical investigation; infrastructure, interior fit-up; communication; security, and counter terrorism-force protection projects. Proposed contract will be an Indefinite Quantity Type Task Order Construction Contract. The project will be issued as Request for Proposal (RFP). Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Award will be made to the technically acceptable offeror with the lowest price. The evaluation will consist of a two step process, to include Past Performance and Specialized Experience. Evaluation criteria will be included in the solicitation package. All responsible sources may submit a proposal to be evaluated. Large business firms that are selected to com pete in Phase II are required to submit a subcontracting plan at the time for receipt of their cost proposal. The subcontracting goals are 65% for small business, 20% for small disadvantaged business, 10% for women owned small business, 3% for Hubzone sma ll businesses and 3% for veteran-owned and 3% for service disabled veteran- owned small businesses Firms must possess an Industrial Security Facility Site clearance of Top Secret The solicitation will be provided in an electronic format, free of charge, to all authenticated account holders of Federal Technical Data Solution System (FedTeDS)  a one-time registration process for vendors/contractor  Accounts may only be attained by CCR registered contractors/vendors, go to www.fedteds.gov for additional in formation.
