- Description
- The Space and Naval Warfare Systems Center (SPAWARSYSCEN) Charleston intends to issue a solicitation for software integration, configuration management, test, fleet introduction, product improvement, quality assurance, and life cycle management support for various C4ISR requirements, programs, and projects as tasked by multiple Department of Defense (DOD) and other Federal Agencies. Requirements of the C4I division, but not limited to, are as follows: to provide design, development, systems administration, planning and scheduling, configuration management, distance learning, acquisition support, Just In Time Repair (JITR) support and Interim Contractor Logistics support (ICLS) for NAVAIR, CITPO, OPM and other DOD and government organizational training development initiatives, and C4ISR technical and engineering support for SPAWAR programs. In addition to the taskings above, the contractor will be required to provide various progress reports; maintain facilities primarily in the Lexington Park, MD, area with an office in the Charleston, SC area as required to support SPAWARSYSCEN; and ensure all proposed employees meet the experience and educational characteristics identified by the Government as necessary for each of the respective labor categories. This procurement is a follow-on for contracts N65236-03-D-6835 and N65236- 03-D-6831. The incumbent contractor on both contracts is Imagine One Technology and Management, Inc., Port Royal, VA. The subject procurement is being solicited as a competitive 8(a) set-aside. The Government intends to award an Indefinite Delivery/Indefinite Quantity, Cost-Plus-Fixed-Fee (CPFF) Performance Based type contract for a base year with four (4) one-year option periods. The applicable NAICS code is 541330 with a size standard of $25 million. Primary places of performance are Lexington Park, MD and Charleston, SC. It is anticipated that the solicitation will be available on or about 08 May 2006 on the SPAWAR E-Commerce Website: https://e-commerce.spawar.navy.mil. Each offeror is responsible for monitoring this site for the release of the solicitation and any related amendments, and subsequently downloading their own copy of the solicitation and applicable documents. All responsible 8(a) sources may submit a proposal, which shall be considered by the agency in response to this solicitation. Prospective offerors are required to supply the name and address of their company; a point of contact name; e-mail address; and telephone number with their proposal. On-line RFP's are available 24 hours a day, seven days a week. No paper copies will be issued. No telephone inquiries for the RFP will be honored.
