- Under the authority of Federal Acquisition Regulation (FAR) 6.302-1, and utilizing FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures the U.S. Army RDECOM - Natick Contracting Division, Kansas Street, Natick , MA on behalf of the United States Army Soldier System Center, Natick, MA intends to negotiate and award a purchase order on a sole source basis with the National Center for Employment of the Disabled ( NCED ,) 1414 Allen Bradley, El Paso, TX 79936-6415 . This effort is to provide the Government with 10,920 Army Combat Uniform Trousers to meet a specific and immediate size shortage. NCED is the only source who can meet the required delivery schedule. The trousers are needed to meet an urgent fielding requirement within the next five weeks. NCED has these trousers in stock and is the only company that can meet the required five week delivery time. As such, NCED is the only available source for this requirement. Therefore the contract will be awarded to NCED.
