Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation No. AG-05H7-S-06-0010 is being issued as a Request for Quotation (RFQ) using the policies prescribed in FAR Part 12, Acquisition of Commercial Items, in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in FAR Part 13, Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-08. This solicitation is a 100 percent Small Business Set-Aside. The North American Industry Classification Systems (NAICS) for this acquisition is 336211 and the small business size standard is not to exceed 1,000 employees. Contract Line Item Number (CLIN) 0001; Quantity 1 each; Supply and install a 3-4 yard dump body with fold down sides on a 2006 4-wheel drive Ford, F450 dual rear wheel cab and chassis with a GVWR of 16,000. The cab to axles is 84 inches. Body specifications: 1. Paint dump body manufacturer white to match the truck cab, 2. 11 feet body length, 3. 3-4 cubic yards body capacity, 4. Fold down sides to a full 180 degrees, and 5. ¼ cab guard with spare tire rack. Hoist specifications: 1. NTEA Class 40, 9-Ton hoist, 2. 5x20 cylinder bore & stroke, 3. 2-inch chromed cylinder shaft, 4. 3200 operating pressure, and 5. electric hydraulic pump. Additional specifications: 1. Heavy duty receiver hitch, 2. Brake control, 3. light plug, 4. Mud flaps, and 5. Two (2) framed mounted, underbody 36 inch tool boxes. Contract Line Item Number (CLIN) 0002; Quantity 1 each; Supply and install a service body of steel construction on a 2006 4-wheel drive Chevrolet, K3500 dual rear wheel cab and chassis with GVWR of 12,000. The cab to axle is 60 inches. Body specifications: 1. Paint service body manufacturer white to match the truck cab, 2. Body shall be a standard body with long horizontal compartment on the street side with a 60 inch high tank compartment to the front and a standard V configuration on the curb side with a 60 inch high tank compartment to the front, 3. Straight step bumper, 4. Off road kit/spring mounting, and 5. All compartments to be keyed alike. Contract Line Item Number (CLIN) 0003; Quantity 1 each; Supply and install a service body of steel construction on a 2006 2-wheel drive Chevrolet, C2500 single rear wheel crew cab pickup with a GVWR of 9,200. The vehicle currently has a full size pickup bed. This is NOT a cab and chassis. Body Specifications: 1. Remove current pickup bed and consider the bed as a trade-in on purchase price of the service body, 2. Paint service body manufacturer white to match the truck cab, 3. Body shall be a standard body with long horizontal compartment on both the curb and the street side, 4. Step bumper, 5. Off-road kit/spring mounting, and 6. All compartments to be keyed alike. Options required: 1. Telescopic sliding roof, 2. T-handles, and 3. Class IV receiver hitch. Offerors shall submit their proposed product showing features, specifications, warranty information, options, and literature for consideration. The Government has received delivery of one of the cab and chassis vehicles. The other vehicles are expected shortly. The Government will deliver vehicle(s) to the Contractor facility and pickup the vehicle(s) on completion within a 200 highway mile radius of Wenatchee, Washington. Any Contractor facility over 200 highway miles from Wenatchee, Washington, will be required to transport the vehicle(s) to their facility and return the vehicle(s) to the Government facility. The Government facility is the Okanogan-Wenatchee National Forests, Supervisors Office, 215 Melody Lane, Wenatchee, WA. Contract completion time shall be within 45 days after delivery or receipt of vehicle(s) by Contractor. Federal Acquisition Regulation (FAR) provision 52.212-1, Instruction to Offerors-Commercial applies to this acquisition. Quotations will be evaluated using the evaluation procedures in FAR Part 13. Quotations will be evaluated to determine the best value to the Government. The Government may make multiple awards. The following evaluation factors will be used: technical capability of how well the proposed product will meet the Government’s requirement, price, ability to meet contract completion time requirement, and past performance. FAR provision 52.212-3 Offeror Representations and Certifications-Commercial Items applies to this acquisition. Offerors shall submit a completed copy with their quotation. FAR Clause 52.212-4 Contract Terms and Conditions-Commercial Items applies to this acquisition. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this acquisition. The following additional FAR clauses cited in the clause are applicable to this acquisition. Specifically, the following clauses cited are applicable to this acquisition: 52,219-6, 52,222-3, 52.222-19, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1, 52.225-3 Alt. I, 52.225-13, and 52.232-33. Clause 52.213-5 Addenda: 52.204-7 Central Contractor Registration is applicable. Offerors shall submit a written quotation, DUNS Number, descriptive literature as described above, along with the additional information required by FAR Clause 52.212-1 to the Contracting Officer, Okanogan-Wenatchee National Forests, Eastern Washington Acquisition Group, Okanogan Valley Office, 1240 2nd Avenue South, Okanogan, WA 98840 by April 10, 2006, 4:30 pm PST.
