Description
On behalf of the U.S. Army, PEO Soldier, Program Manager Sensors and Lasers (PM SSL), Bldg 325, 10170 Beach Rd., Ft. Belvoir, VA 22060-5820, the U.S. Army, RDECOM, ARDEC, Acoustic Center of Excellence, Picatinny Arsenal, NJ 07806-5000, is conducting a Market Survey to identify potential sources for the development and testing of a soldier wearable gunfire detection system. The SW-GDS must detect sniper fire, provide alert data in terms of bearing and range to the point of fire, and visually display the results. The system must be wearable by a single soldier. The technology should be mature enough for engineering field tests within 12 months. Requirements: Expected performance characteristics are as follows: 1) Detection field of view of 360 degrees in azimuth. 2) Operational range ??? minimum 400 meters. 3) Weapons, ammo types, and scenarios a. Variants of weapons that fire 5.56mm and 7.62mm sized ammo. b. Identify calibers (i.e., 5.56mm vs. 7.62mm), desired. c. Provide Alert data for both single shot and short (3 round) bursts. d. Provide alert data for silenced weapons, desired. e. Operate in both open terrain and Military Operation in an Urban Terrain (MOUT) environments. 4) Probability of detect and alert (bearing and range) 80%. 5) Bearing error less than plus or minus 7.5 degrees of actual. 6) Range error less than ten (10) percent of actual range. 7) System Size, Weight and Power a. Size ??? 9 cubic inches, desired. b. Weight - less than 1 pound. c. Power - Common commercially available (example: AA) with minimum continuous use of 12 hours 8) No part of the system shall be mounted on the soldier???s helmet. Instruction, Conditions, Notices to Offerors: Interested parties that believe they can meet or exceed the above requirements shall provide the U.S. Army with an information paper limited 10 pages describing the concept, capabilities and limitation. All proprietary material should be clearly marked and will be held in strictest confidence and will be disposed of in a manner that protects proprietary data. The white paper must be single-sided with double-spaced text, page size no larger than 8 1/2 x 11 inches, font size no smaller than 12 point, one-inch left and right margins, 1.25 inch top margins and 1.0 inch bottom margins on all pages. Paper shall also include a brief summary of the company's capabilities in R&D, testing and manufacturing. Response should identify their current business structures: (a) Name of Company - include contact person's name, company address, telephone numbers (voice and fax), email address. (b) Company size (i.e. Large, Foreign, Small, Small Disadvantaged, 8(a), Women-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service Disable Small Business). All responding sources must submit their responses no later than (16 May 2006) to Commander, U.S. Army TACOM-Picatinny, Bldg. 9, AMSTA-AQ-APJ, Attn: Ms. Morgan Ross, Contract Specialist, Picatinny Arsenal, NJ 07806-5000.
